Պետդեպն Ադրբեջանին կոչ է արել հարգել մարդու հիմնարար ազատությունները

ԱՄՆ-ն անհանգստացած է կուսակցությունների մասին Ադրբեջանի վերջերս ընդունած օրենքով։ Այս մասին Twitter-ի իր միկրոբլոգում գրել է ԱՄՆ պետքարտուղարության պաշտոնական ներկայացուցիչ Նեդ Փրայսը:
«ԱՄՆ-ն անհանգստացած է Ադրբեջանի` քաղաքական կուսակցությունների մասին վերջերս ընդունված օրենքով: Իշխանություններին կոչ ենք անում հաշվի առնել Վենետիկի հանձնաժողովի և ԵԱՀԿ ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակի առաջարկները և հարգել հիմնարար ազատությունները, այդ թվում՝ հավաքների իրավունքը»,- գրել է Փրայսը:
Հիշեցնենք, որ Եվրոպայի խորհրդի Վենետիկյան հանձնաժողովը և ԵԱՀԿ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակը, քաղաքական կուսակցությունների մասին նոր օրենքի վերաբերյալ համատեղ եզրակացության մեջ նշել են, որ նոր օրենքը «ներդրել է մի շարք նոր խնդրահարույց դրույթներ, որոնք կարող են զսպող ազդեցություն ունենալ երկրում բազմակարծության վրա»։
Ադրբեջանում ընդունված օրենքի խնդրահարույց դրույթներից են՝
Կուսակցության անդամների նվազագույն թվի 1000-ից 5000-ի ավելացում,
արդեն գրանցված քաղաքական կուսակցությունների վերագրանցման անհրաժեշտությունը,
քաղաքական կուսակցությունների ստեղծման և գրանցման տևականև ծանր ընթացակարգեր,
պետական գրանցում չունեցող քաղաքական կուսակցության գործունեության արգելք,
ներկուսակցական կառույցների չափից ավելի կարգավորում,
Արդարադատության նախարարության կողմից կուսակցական գործունեության և քաղաքական կուսակցությունների անդամների ցուցակների նկատմամբ չափազանց մեծ վերահսկողություն,
իրավական ակտերի լուրջ խախտումների հետ չառնչվող գործողությունների համար քաղաքական կուսակցության գործունեությունը կասեցնելու կամ նույնիսկ կուսակցությունը լուծարելու հնարավորությունը։
