Փաշինյանի աղմկահարույց հայտարարությունը հայտնվել է ամերիկացի փորձագետների ուշադրության կենտրոնում

Մարտի 16-ի կառավարության նիստում Նիկոլ Փաշինյանը հայտարարել էր, որ Ռուսաստանի Դաշնությունը Լեռնային Ղարաբաղում խաղաղապահ զորախումբ տեղակայելը հիմնավորել է Ղարաբաղում քաղաքացիական բնակչության զանգվածային զոհերի ու քաղաքացիական ենթակառուցվածքների վնասներից խուսափելու անհրաժեշտությամբ եւ Երեւանը հույս ունի, որ Մոսկվան իր վերոնշյալ գործառույթը կկատարի լիարժեք, բայց եթե Ռուսաստանը, որ Հայաստանի բարեկամն ու դաշնակիցն է, որեւէ առարկայական պատճառով չի կարող այդ դերակատարումն իրականացնել, ինքը պետք է դիմի ՄԱԿ ԱԽ՝ ահազանգելով քաղաքացիական բնակչության զանգվածային սպանությունների վտանգի մասին ու նախաձեռնի Լեռնային Ղարաբաղում ու Լաչինի միջանցքում լրացուցիչ միջազգային մեխանիզմների գործարկում։ Փաշինյանը նշել որ, որ ինքը որեւէ կանխավարկած չունի ՌԴ խաղաղապահ զորախմբի գործունեության վերաբերյալ, բայց վերջին երկու տարվա իրադարձությունների շարքը անհանգստացնող է։ Հայաստանի վարչապետը նաեւ ասել էր, որ այն փաստը, որ Ղարաբաղում հումանիտար ճգնաժամը հումանիտար աղետի չի վերածվել, խաղաղապահների ջանքերի արդյունքն է։
Այս հայտարարությունը միջազգային վերլուծական կենտրոնների ուշադրությունից չի վրիպել։ «Պատերազմների հետազոտության ամերիկյան ինստիտուտում» կարծում են, որ այս հայտարարությամբ Հայաստանի վարչապետը «քաղաքական հարված» է հասցնում Ռուսաստանին եւ, ըստ էության, մեղադրում, որ ռուս խաղաղապահները ԼՂ-ում չեն կատարում իրենց հանձնառած պարտավորությունները, որոնք սահմանված են 20 թվականի նոյեմբերի 9-ի՝ կրակի դադարեցման հայտարարությամբ։ Ամերիկյան փորձագետները ենթադրում են, որ ամենայն հավանականությամբ ռուս խաղաղապահ զորակազմը ԼՂ-ում թերի է կոմպլեկտավորված։ Բանն այն է, որ ըստ ամերիկացի փորձագետների, անցյալ տարվա մարտին ռուսական 15-րդ առանձնացված գվարդիական մոտոհրաձգային բրիգադի զինվորականների մի մասը Ղարաբաղից տեղափոխվել են Ուկրաինա։ Սա, ի դեպ, ռուսական զինուժի համակարգում միակ խաղաղապահ զորախումբն է։
