Փաշինյանի` զինված ուժերում գործած/գործող 5-րդ շարասյան կամ առերևույթ դավաճանների մասին ուշագրավ հայտարարություն է արել պաշտպանության նախարար Պապիկյանը:

ԱԺ-ում ՊՆ կատարողականի վերաբերյալ եզրափակիչ ելույթում վերջինս նշել է, թե «երբ խոսվում է հետպատերազմյան շրջանում մեր ունեցած պրոբլեմների մասին այդ թվում, ցավոք, նաև դավաճանության մասին, սրանով մենք անվանարկում ենք և որակազրկում ենք բանակը։ Առաջարկում եմ, գնահատականներ հնչեցնելիս դա չտարածել զինված ուժերի վրա։ Եթե զինված ուժերում կան այդ բարքերը, դա պետք է արմատախիլ անենք ու պիտի անենք համատեղ։ Բայց դա տանել նրան ու ասել ամբողջ բանակին ասում են դավաճան, բանակի մասին վատ բաներ են ասում, ոչ մեկ չի ուզում զինվորական դառնա, հեռու մնացեք բանակից այդ տեսակետներով ու այդ մտածելակերպով։ Այսօր զինված ուժերում ծառայում են բազմաթիվ անձնանվեր մարդիկ»:

Այո´, եթե բանակում պետական դավաճանության դեպք է գրանցվում, չպետք է այդ խարանը տարածել բոլոր զինվորականների վրա, սակայն սրա մասին Պապիկյանը մանրամասն պետք է բացատրի իր վերադասին` Փաշինյանին, ով մի կողմից խոսում է էսկալացիայի բարձր հավանականության մասին, մյուս կողմից` զինված ուժերին մեղադրում դավաճանության, 5-րդ շարասյուն լինելու, իր խնդիրները չլուծելու մեջ:

Մարտական գործողություններից առաջ բանակի հասցեին այսպիսի ծանր մեղադրանքներ, վիրավորանքներ հնչեցնելն անշուշտ ծանր հարված է առանց այդ էլ վիրավոր պաշտպանական համակարգի համար:
Ակնհայտ է, որ Պապիկյանի հորդորները Փաշինյանի մոտ վարքագծային փոփոխություն չեն առաջացնի, որովհետև նա այդ հայտարարություններն անում է նպատակային, ընդ որում` մարդկանց վերագրում ծանր հանցագործություններ այն դեպքում, երբ շատերի գործերը նույնիսկ դատարաններ չեն հասել, չկա դատարանի վճիռ, դեռ չեմ խոսում այն մասին, որ ամբողջական պատկերի բացակայության պայմաններում դժվար է գնահատել դրանց ազդեցությունն այս կամ մարտական գործողության վրա:

Իսկ դավաճանությունների ու 5-րդ շարասյան փնտրտուքի խնդիրն արդյունավետ լուծելու համար իշխանությունը պետք է սկսի սեփական շարքերից:
