Գերմանական փորձը կարևոր դաս Հայաստանի համար
SOCIETYԱրևային էներգիայի զարգացումը վերընթաց ապահովելու համար Գերմանիայի իշխանությունները բավական ուշագրավ և արդյունավետ մեթոդ են մշակել։ Էկոնոմիկայի դաշնային նախարար Ռոբերտ Հաբեկի առաջարկով նոր ռազմավարություն է ներկայացվել՝ Գերմանիայում արևային էներգետիկայի արագացված զարգացումն ապահովելու նպատակով և այդ ռազմավարության առաջին ու կարևոր նախապայմանը բյուրոկրատական խորընդոտների ու քաշքշուկների վերացումն է, ինչպես նաև շարքային քաղաքացիների կողմից արևային վահանակների ինքնուրույն տեղադրումը, սահմանափակող կանոնների մեղմումը։
Իշխանությունները մտադիր են երկրում մինչև 2030 թվականը վերականգնվող էլեկտրաէներգիայի սպառումը հասցնել 80%-ի, պետությունը զգալի քայլեր է ձեռնարկում երկրի տարածքում հսկայական արևային էլեկտրակայաններ կառուցելու համար, ինչը թերևս այնքան էլ բավարար չէ, ուստի և հարկավոր է որպեսզի շարքային քաղացիները ևս ներգրավվեն արևային վահանակների տեղադրման գործում։
Գերմանիայում առանց այն էլ չափազանց մեղմ կանոններ են գործում շարքային քաղաքացիների համար իրենց տներում և աշխատանքի վայրերում արևային վահանակներ տեղադրելու, իսկ այժմ բոլոր այդ սահմանափակումները պարզապես հանվում են, իսկ տարբեր պետական հաստատութություններից թույլտվություններ բերելու պահանջը հանվում։
Ընդամենը մեկ պատուհանով և մեկ դիմումով կարելի է թույլտվություն ստանալ սեփական տան վրա արևային վահանակ տեղադրելու, իսկ արևային վահանակ տեղադրելուց հետո, քաղաքացին կարող է ինքնուրույն, միայն մեկ մասնագետի մասնակցությամբ միանալ ընդհանուր պետական ցանցին և իր արտադրած էլեկտրաէներգիան ոչ միայն անձամբ օգտագործել, այլ նաև արտոնյալ պայմաններով վաճառել պետությանը։ Նոր կանոններով նաև թույլատրվում է պատշգամբում արևային վահանակների տեղադրումը հասցնել մինչև 600 վատ հզորության։ Հայաստանում իհարկե կա արևային վահանակներ արտադրող միայն մեկ ընկերություն՝ «Սոլարոնը», սակայն Հայաստանը ևս կարիք ունի այսպիսի մի ռազմավարության։
Այն, որ Գերմանիայի իշխանությունները քաղաքական կամք են դրսևորում արևային էներգիայի զարգցման ուղղությամբ, աներկբա է և հարկավոր է, որ Հայաստանն էլ իր իշխանություններով քաղաքական կամք դրսևորի՝ հնարավորություն տալով քաղաքացիներին արտոնյալ պայմաններով և հարմար գներով արևային վահանակներ տեղադրել, դա առաջին հերթին ոչ այնքան քաղաքացու շահն է, որքան պետության սեփական էներգետիկ անվտանգությունն ապահովելու նպատակով։
