Արցախի նախագահի խորհրդական Դավիթ Բաբայանը տեսանյութ է տարածել իր էջում՝ գելով հետևյալը. «Հարցազրույց՝ բրիտանական հայտնի BBC ընկերության ադրբեջանական ծառայություն հետ:
Խոսել ենք ադրբեջանա-ղարաբաղյան կարգավորման, հակամարտության գոտում իրավիճակի, կարգավորման հեռանկարների մասին։
Հակամարտության կարգավորման գլխավոր ու միակ խոչընդոտը Ադրբեջանում պետական գաղափարախոսության աստիճանի բարձրացված հայատյացությունն է։ Ինչ վերաբերում է Արցախի և Ադրբեջանի հարաբերությունների ապագային և այսպես կոչված ինտեգրմանը, ընդգծեցի հետևյալը։
Ինտեգրումը ենթադրում է հետևյալ հիմնական բաղադրիչները՝ կողմերի իրավահավասարություն և կամավորություն։ Առանցքային կետերից է նաև հարաբերությունների կարգավորումը։ Մենք կողմ ենք Ադրբեջանի հետ հավասար հարաբերություններին. Իսկ Ադրբեջա՞նը։ Բնականաբար, ոչ։ Առաջին բաղադրիչն այստեղ այլևս աշխատում։ Ինչ վերաբերում է կամավորությանը, ապա մենք չենք ուզում ինտեգրում Ադրբեջանի հետ, Արցախի ժողովուրդը երբեք չի համակերպվել 1921-1988թթ. Ադրբեջանի կազմում բռնակցմանը: 1988 թվականից մինչ օրս մենք ինքնիշխան, անկախ երկիր ենք։ Այո, մենք կողմ ենք Ադրբեջանի հետ հարաբերությունների կարգավորմանը, և սա է ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման նպատակը։
Մենք պետք է լինենք առնվազն չեզոք հարևաններ: Ադրբեջանը, ընդհակառակը, փորձում է ուժով և ուժի սպառնալիքով կլանել Արցախը՝ այն ծածկելով «ինտեգրում» կամ «վերաինտեգրում» եզրույթով։ Բայց սա ոչ այլ ինչ է, քան գաղութացում։ Արցախը ծանր վիճակում է, բայց մենք պայքարելու ենք մեր արժանի ապագայի համար։
Ես դիմել եմ նաև ադրբեջանական հասարակությանը: Մենք այս երկրի ժողովրդին, հասարակ մարդկանց թշնամի չենք համարում։ Չկան լավ կամ վատ մարդիկ։ Բայց կան վտանգավոր և վատ պետական ռեժիմներ։ Մարդը չի ընտրում իր ռասան կամ ազգը։ Ռասայական և էթնիկական ատելությունը, ըստ էության, Աստծո նկատմամբ ատելություն է: Չի կարելի ապրել ատելությամբ: Կյանքում, քաղաքականության մեջ, պատմության մեջ գործում է բումերանգի սկզբունքը։
Ոչ մի հանցագործություն երբեք անպատիժ չի մնում, վաղ թե ուշ պետք է պատասխան տալ։ Ատելությունն ու ցեղասպան քաղաքականությունը, եթե անգամ իշխանությունների կողմից պարտադրվի ժողովրդին ու հասարակությանը, դառնում է հավաքական մեղք, որը նաև ենթադրում է հավաքական պատասխանատվություն»։
