Ինչպես հայտնի է, վրացական «ժողովրդի ուժը» շարժումը երկու օրինագիծ է ներկայացրել խորհրդարանին, որոնք ներքաղաքական լուրջ հուզումների պատճառ են դարձել: Նախագծերից մեկը կոչվում է «Օտարերկրյա ազդեցության մասին», մյուսը` «Օտարերկրյա գործակալների գրանցման մասին»: Վրաստանի խորհրդարանն օրինագիծն արդեն ընդունել է առաջին ընթերցմամբ, ինչն ավելի է սրել իրավիճակը:

Օրինագծերի հակիրճ նկարագրությունն այն է, որ եթե հանրային (ոչ բիզնես) սեկտորի կազմակերպությունները (ՀԿ-ներ, ԶԼՄ-ներ և այլ հանրային կազմակերպություններ) իրենց տարեկան բյուջեի առնվազն 20%-ը ֆինանսավորվում են օտարերկրյա կառույցների կողմից` պետք է գրանցվեն օտարերկրյա ազդեցության գործակալների ռեեստրում: Այս օրինագծերին աջակցում է իշխող «Վրացական երազանք»-ը, իսկ ընդդիմադիրները դուրս են եկել անհաշտ պայքարի: Արևմտյան դեսպանատներն ու կառույցները բավականին կոշտ քննադատության են ենթարկել Վրաստանի իշխանություններին, իսկ Վրաստանի նախագահ Սալոմե Զուրաբիշվիլին խոստացել է վետո կիրառել օրենքների նկատմամբ:

Կարծում եմ որոշ ժամանակ հետո, ազդեցության մի շարք ռիսկեր նվազեցնելու նպատակով, նմանատիպ օրենսդրական նախաձեռնություն կարող է լինել նաև Ադրբեջանում:

Իսկ ի՞նչ տեղի կունենա Հայաստանում, եթե նման նախաձեռնություն լինի մեր խորհրդարանում: Այս հարցի պատասխանը թերևս պետք է փնտրել երկիրը կործանման տարած իշխանության սորոսական թևում, ինչպես նաև դրանց սատելիտների վերածված` օտարերկրյա գրանտակեր ՀԿ-ներում ու ԶԼՄ-ներում: Առանց այդ էլ, ըստ որոշ ԶԼՄ հրապարակումների և համառ լուրերի` ՔՊ կոչվող խմբակցությունում խորանում են ներթիմային պրոբլեմներն ու միմյանց նկատմամբ անվստահությունը: Առկա իրավիճակում Նիկոլի համար նմանատիպ օրինագիծերը կկոչվեն կտրել այն ճյուղը, որի վրա թառել է իր տխրահռչակ իշխանությունը:
Վրացական օրինագծերը Հայաստանում ընդունելուց մեկ տարի հետո, ՔՊ ֆրակցիայի բավականին թվով պատգամավորներ, ինչպես նաև գործադիր մարմնի ներկայացուցիչներ համարվելու էին պետության կողմից «օտարերկրյա ազդեցության գործակալ» ճանաչվող կազմակերպությունների «նախկին» աշխատակիցներ: Եթե Վրաստանում ընդդիմությունն է պայքարում նախաձեռնության դեմ, մեզ մոտ իշխանությունն է դեմ լինելու նման նախագծերին:

Այնուամենայնիվ, հարևան Վրաստանում բավականին լուրջ զարգացումներ են տեղի ունենում: Հուսանք, որ այն չի խաթարի մեր բարեկամ երկրի ներքաղաքական կայունությունը: Կարծում եմ, որ այդ օրինագիծը ևս Հարավային Կովկասում տեղի ունեցող աշխարհաքաղաքական կոշտ պայքարի («հյուսիս-հարավ»-ն ընդդեմ «արևմուտք-արևելք» կոմունիկացիոն պրոյեկտի) դրսևորման ձևերից մեկն է:
