Ստեփանակերտում բացվել է «Մեր սարերը» կենտրոնը, որը դառնալու է քննարկումների, բանավեճերի, նոր գաղափարների ու ծրագրերի ներկայացման վայր: Կենտրոնում տեղի են ունեցել առաջին քննարկումները՝ ներկայացվել է հաղորդակցության այլընտրանքային համակարգի ներդրման նոր ծրագիրը: Շրջափակման պայմաններում արցախցիները զրկված են կենսական կարևորության ռեսուրսներից, այդ թվում՝ որակյալ կապից: «Մենք ենք մեր սարերը» տարածքային գործակալության կողմից պետական-մասնավոր համագործակցությամբ իրականացվող այս ծրագրի հիմնական նպատակը նույնիսկ համացանցի արգելափակման պայմաններում բնակչության համար հաղորդակցության հուսալի ու որակյալ միջոցի ապահովումն է:

Գործակալության Արցախի նախագծերի ղեկավար Գրիգորի Մարտիրոսյանը ներկայացրել է ծրագրի ընթացքն ու նշանակությունն Արցախի բնակչության համար:

«Նպատակն է ունենալ այնպիսի համակարգ, որը նույնիսկ ինտերնետային շրջափակման պայմաններում Արցախի բնակիչների համար հաղորդակցության այլընտրանքային և հուսալի միջոց կդառնա: Ծրագրի իրականացման արդյունքում ակնկալում ենք, որ կապի բոլորովին նոր հնարավորություններ կստեղծվեն Արցախի համար»,- ասել է Գրիգորի Մարտիրոսյանը։

Կենտրոնում կազմակերպված մյուս քննարկումը վերաբերել է Արցախի անվտանգության հարցերին, ներկայացվել է Highgate Consultancy սոցիոլոգիական ընկերության՝ 2022 թ․ դեկտեմբերին և 2023 թ. հունվարի վերջին և փետրվարի սկզբին Արցախում անցկացված սոցիոլոգիական հետազոտության՝ անվտանգությանը վերաբերող հատվածը: Հետազոտությունը բավականին համապարփակ է և ներառում է այնպիսի թեմաներ, ինչպիսիք են Արցախի անվտանգությունը, քաղաքացիական մասնակցությունը պետական կառավարմանը, կանանց ներգրավվածությունը քաղաքական կյանքում, սփյուռքահայերի հետ փոխհարաբերությունները, ինքնությունն ու կրթությունը, սոցիալական հավասարությունը և այլն: «Մենք ենք մեր սարերը» տարածքային գործակալության համահիմնադիր, Արցախի Հանրապետության նախկին պետնախարար Ռուբեն Վարդանյանը նշել է, որ ցանկացած ծրագիր իրականացնելուց առաջ շատ կարևոր է հասկանալ ժողովրդի մոտեցումը, հիմնական մտահոգություններն ու խնդիրները, որպեսզի ծրագրերը լինեն թիրախային՝ ուղղված նրանց կենսական խնդիրների լուծմանը: Այդ սկզբունքով է առաջնորդվում «Մենք ենք մեր սարերը» գործակալությունը:

Անդրադառնալով «Մեր սարերը» կենտրոնի գործունեությանը՝ Ռուբեն Վարդանյանը նշել է, որ այն դառնալու է քննարկումների, բանավեճերի, նոր գաղափարների ու ծրագրերի ներկայացման, հասարակական, մշակութային, կրթական տարբեր միջոցառումների կազմակերպման ու անցկացման հարթակ: Քննարկումները հիմնականում երկու ուղղություն են ընդգրկելու՝ փորձագիտական, ռազմավարական վերլուծություններ և իրականացվող ծրագրերի ընթացքի ու արդյունքների վերաբերյալ հաշվետվություններ։

«Այս ճգնաժամի պայմաններում կարևոր է ունենալ մի վայր, որը հնարավորություն կտա համագործակցության մեխանիզմ գործարկել մասնավոր և պետական հատվածների միջև: Վստահ եմ՝ թե՛ ներսում, թե՛ դրսում միասնականությունը միակ ճանապարհն է, որը թույլ կտա հաղթահարել այս մարտահրավերները»,- ասել է Ռուբեն Վարդանյանը:
