Գյումրու Ճերմակ հիվանդանոցի շենքը վարձավճարով տրամադրելու վերաբերյալ մեր առաջարկը չընդունվեց, սակայն դեռևս մեզ հայտնի գնորդ էլ չկա։ Այս մասին 24News-ին ասաց Գյումրու ավագանու «Ապրելու երկիր» խմբակցության ղեկավար Կարեն Մալխասյանը։
«Օտարելու նախագծի քննարկմանը մասնակցել եմ որպես ավագանու անդամ, առարկել ենք, ներկայացրել ենք մեր մտահոգությունները, մեր դիրքորոշումը։ Հորդորել ենք հետաձգել այս ամեն ինչը, մինչև հանրային քննարկում կլինի՝ օրենքի կետը պահելով։
Բայց մեր հորդորները չեն լսել մեր գործընկերները, քանի որ իրենք մեծամասնություն են կազմում, օտարման որոշումն ընդունվել է»,- ասաց մեր զրուցակիցը։ Մալխասյանն ասաց նաև, որ իրենց մտահոգությունն այն է, որ շենքը կարելի էր վարձակալությամբ տրամադրել, «որի վերաբերյալ եղել էր հանրային քննակում»․ «Մասնակցել է 3 կազմակերպություն, ու ոչ մեկին չտրամադրվեց, չպատճառաբանվեց, թե ինչու։
Ավագանու նիստին նախագիծը ներկայացվեց։ Մենք էլ ասում էինք, որ գույքը մնա համայնքին, վարձակալը պարտավորվի վերանորոգել և մի բան էլ վարձավճար մուծի համայնքին»։ «Ապրելու երկիր» խմբակցության ղեկավարը դժվարացավ նշել, թե արդյոք առկա՞ է կոռուպցիոն ռիսկ․ «Ես չեմ կարող ասել՝ կոռուպցիոն ռիսկ կա, թե չկա։ Կարող եմ ասել՝ փաստացի ինչ կա։
Համենայնդեպս, ավագանու նիստին ներկայացվեց, որ գնորդ դեռ չկա։ Բայց համոզված եմ, որ գնորդ հաստատ կլինի։ Շենքը գտնվում է պատմական կենտրոնում, հաստատ շահագրգռված մարդիկ շատ կլինեն»։ Նա նաև նշեց, որ չունի տեղեկատվություն, թե ովքեր են ցանկանում տնօրինել շենքը, դեռևս կոնկրետ անուններ չկան։
Գույքն օտարելու նախագծին կողմ են քվեարկել «Բալասանյան դաշինք» և «Քաղաքացիական պայմանագիր» խմբակցությունները։ Դեմ են քվեարկել ընդդիմադիր «Զարթոնք» և «Ապրելու երկիր» խմբակցությունները, իսկ «Հանրապետական» խմբակցությունը՝ ձեռնպահ քվեարկեց։ Գյումրու պատմական շենքի նախնական գինն աճուրդով կազմում է 1 միլիարդ 100 միլիոն դրամ է։
