Քննչական կոմիտեն առաջնորդվում է ենթադրությունների հիման վրա հաշվարկված գումարներով. «Նոր Զովք»

Օրեր առաջ մենք արդեն հայտնել էինք մեր անհանգստությունը՝ ՀՀ քննչական կոմիտեի կողմից «Նոր Զովք» ՍՊ ընկերությանը պատկանող 29 սուպերմարկետներում, ինչպես նաև գրասենյակներում ու աշխատակիցների բնակարաններում կատարվող գործողությունների վերաբերյալ՝ բերելով մի շարք փաստեր, որ դրանք կատարվում են օրենսդրության կոպիտ խախտումներով:
Նաև հայտնել էինք, որ բաց ենք օրենքի շրջանակներում կատարվող բոլոր ստուգումների համար, սակայն իրավապահ մարմինների յուրաքանչյուր նոր քայլ խորացնում է մեր մտահոգությունն առ այն, որ փետրվարի 20-ից մեկնարկած այս գործողությունները ոչ թե ուղղված են փաստաթղթերի կամ շրջանառության ստուգմանը, այլ նպատակ ունեն խաթարել ընկերության բնականոն գործունեությունը և մեծ վնաս պատճառել: Իսկ ինչն առավել տարակուսելի է՝ պետական ռեսուրսը ծառայեցնել այլ մասնավոր շահերին․ ստիպված ենք գալ նման եզրահանգման:
Մենք լիահույս էինք, որ Քննչական կոմիտեն կվերանայի օրենքի հետ որևէ առնչություն չունեցող այս աշխատելաձևը, սակայն մարտի 1-ին կատարված ձերբակալությունները հակառակի մասին են վկայում և ստվերում օբյեկտիվ քննության մեր ու հանրության բոլոր սպասումները:
Չխախտելով նախաքննության գաղտնիության պայմանը՝ միայն նշենք, որ Քննչական կոմիտեի տարածած հայտարարության մեջ բերված են թվեր ու գումարներ, որոնք հաշվարկված են ենթադրությունների հիման վրա: Չեն կարող լինել նման խոշոր ու միտումնավոր անճշտություններ, իսկ եթե անգամ կան համակարգում տեխնիկական սխալներ, վստահ ենք, որ ցանկության դեպքում շատ արագ կարելի էր դրանց վերաբերյալ պարզաբանումներ ստանալ: Սրա անհրաժեշտությունը վարույթ իրականացվող իրավապահ մարմինը չի տեսել, փոխարենը դիմել է նման ոչ իրավաչափ գործողությունների:
«Նոր Զովք» ընկերությանը հետևողական է լինելու քննությունն օբյեկտիվ դաշտ վերադարձնելու, գործընթացի անօրինականությունները բացահայտող հանգամանքները ներկայացնելու և ընկերության բարի համբավը վնասելու փորձերը կանխելու հարցում:
Մենք վստահ են, որ բիզնեսի նկատմամբ նման կամայական ու ոչ իրավաչափ գործողությունները վնասելու են ոչ միայն «Նոր Զովքին», որը հազարավոր մարդկանց համար աշխատատեղ է այսօր, այլ ցանկացած տնտեսավարողի՝ ստեղծելով բիզնեսի համար ոչ կայուն ու ռիսկային միջավայր, ու նաև՝ կասկածի տակ դնելով պետության՝ վստահելի գործընկերոջ ինստիտուտը: Դրանից բխող բոլոր հետևանքներով:
