infoteka24.ru-ն «Հրաժարվելով կատարել Միջազգային դատարանի որոշումը՝ Ադրբեջանն իրեն փակուղի է տանում» վերնագրով հոդվածում գրում է, որ Ադրբեջանի ԱԳՆ-ն կարծում է, թե Արդարադատության միջազգային դատարանի որոշման տեքստի հայկական կողմի մեկնաբանությունը «ցանկալին իրականություն ներկայացնելու փորձ է»։ Ադրբեջանի ԱԳՆ-ն հերքել է այն, որ դատարանի որոշման մեջ նշված է ճանապարհի փակման մասին։ Բայց, փաստացի, Արդարադատության միջազգային դատարանի որոշման մեջ ասվում է, որ Ադրբեջանը պետք է ձեռնարկի բոլոր միջոցները Լաչինի միջանցքով անարգել տեղաշարժ ապահովելու համար։

Սա ասված է ամենավերջում՝ 67-րդ կետում, որին Ադրբեջանի ԱԳՆ-ն հավանաբար դեռ չի հասցրել հասնել: Դատարանը 13 կողմ, 2 դեմ ձայներով նշել է հետևյալ ժամանակավոր միջոցը. «Ադրբեջանի Հանրապետությունը, մինչ գործի վերջնական որոշման կայացումը, Ռասայական խտրականության բոլոր ձևերի վերացման մասին միջազգային կոնվենցիայով ստանձնած իր պարտավորություններին համապատասխան, պետք է ձեռնարկի իր տրամադրության տակ եղած բոլոր միջոցները Լաչինի միջանցքով երկու ուղղություններով մարդկանց, տրանսպորտային միջոցների և ապրանքների անխոչընդոտ տեղաշարժն ապահովելու համար»։ Միջանցքի երկայնքով անարգել տեղաշարժ ապահովելու պահանջի փաստն ինքնին վկայում է այն փակ լինելու մասին, իսկ Ադրբեջանից դա պահանջելը նշանակում է, որ միջանցքը փակվել է Ադրբեջանի կողմից։ Բայց փաստացի Ադրբեջանի ԱԳՆ-ն հայտարարում է, որ Ադրբեջանը ուղիներ է փնտրում Արցախի շրջափակումը երկարաձգելու համար, այդ թվում՝ Միջազգային դատարանի որոշումը ուղղակիորեն չկատարելու միջոցով։

Դրա մասին է վկայում ոչ միայն վերջին հայտարարությունը, այլ նաև ամբողջությամբ Ադրբեջանի քաղաքականությունը։ Այս համատեքստում կա ևս մեկ տարօրինակ պահ, որը տեղի է ունեցել Արդարադատության միջազգային դատարանի լսումների ժամանակ։ Ադրբեջանը մեկնաբանություններ է տվել՝ նշելով, որ 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության համաձայն Լաչինի միջանցքով տեղաշարժը վերահսկվում է ոչ թե Ադրբեջանի, այլ ռուս խաղաղապահների կողմից։ Ակնհայտորեն նման կերպ Ադրբեջանը փորձում է միջանցքի արգելափակման պատասխանատվությունը գցել Ռուսաստանի վրա՝ միաժամանակ ուժեղացնելով Արցախում խաղաղապահների մանդատը երկարացնելուց հրաժարվելու հիմքերը։

Ընդհանուր առմամբ, պաշտոնական Բաքուն կրկին սխալ ճանապարհ է ընտրել իրավիճակի կարգավորման համար, քանի որ Արդարադատության միջազգային դատարանի որոշումը կարող էր յուրօրինակ փրկօղակ դառնալ ելքի ռազմավարություն չունեցող Ալիևի ռեժիմի համար։ Բարձրացնելով խաղադրույքները, միաժամանակ վատթարացնելով հարաբերությունները Իրանի հետ և տորպեդահարելով ռուս խաղաղապահների առաքելությունը՝ Ադրբեջանն իրեն տանում է դեպի փակուղի, որից հնարավոր է չկարողանա դուրս գալ նույնի
