ՊՆ հաշվեկշռի գույքերը կարող են ձեռք բերել նաև թշնամի պետության քաղաքացիները

Փետրվարի 7-ին ԱԺ ճեպազրույցի ժամանակ «Հայաստան» խմբակցության պատգամավոր Գեղամ Մունուկյանը հայտարարեց, որ իր  մոտ կա փաստաթուղթ, ըստ որի՝ ՊՆ հաշվեկշռի 71 գույք հանված է վաճառքի:

«Փաստ» լրատվականը հարցում ուղղարկեց Պետական գույքի կառավարման կոմիտե՝ պարզելու ի՞նչ գույքերի մասին է խոսքը և ովքե՞ր կարող են ձեռք բերել դրանք:

Ըստ հարցման պատասխանի՝ առկա է այդպիսի 3 գույք, որոնցից, ոչ մեկը ՊՆ հաշվեկշռի գույք չէ: Այս պահին, առնվազն «Ստալիչնի պոլկ» կոչվող գույքի վաճառքի մասին մամուլում տեղեկություններ կան: Լրացուցիչ բանավոր հարցմամբ կոմիտեի մամուլի խոսնակ Գեղամ Ասատրյանը մեկնաբանեց. «Գեղամ Մանուկյանը որևէ նոր բան չի ասել: Նրա ձեռքի տակ կարծես եղել է Կառավարության ապրիլի 15-ի 496-Ա որոշման հավելվածը, որը բաց և հրապարակային թաստաթուղթ է, որը նշվում է, որ ՊՆ հաշվեկշռում գտնվող 71 անուն-գույքը պետք է ամրացվի Պետական գույքի կառավարման կոմիտեին: Այդ թվում է նաև  «Ստալիչնի պոլկ» կոչվողը: Այդ գույքերը տրվել են կոմիտեին՝ հետագա ճակատագիրը որոշելու համար: Չեմ բացառում, որ նրանց մի մասը հետագայում կօտարվի կամ այլ նպատակներով կծառայի: Այս պահին այդ գույքերից որևէ մեկը դրված չէ օտարման և եթե նման բան լինի, օրենքով սահմանված կարգով կտեղադրվի կայքում»: 


Լրատվականը հարցմամբ նաև խնդրել էր ասել, թե ովքե՞ր կարող են մասնակցել գնման գործընթացին և արդյո՞ք նրանց թվում են օտարերկրացիները:  Կոմիտեն հղում էր արել Հրապարակային սակարկությունների մասին ՀՀ օրենքի 3-րդ հոդվածին, որտեղ օտարերկրացիների մասով որևէ սահմանափակում առկա չէ: Մասնավորապես ՝
 «1. Սակարկությունների մասնակից կարող են հանդիսանալ ֆիզիկական և իրավաբանական անձինք, ինչպես նաև համայնքները:
2. Սակարկություններին չեն կարող մասնակցել սակարկությունների կազմակերպիչը, իրավաբանական անձ համարվող կազմակերպչի հիմնադիրները (մասնակիցները), կազմակերպչի աշխատակիցները, իսկ մրցույթների դեպքում` նաև մրցութային հանձնաժողովի անդամները: Սակարկություններին չեն կարող մասնակցել աճուրդավարի երեխաները, ծնողները, ամուսինը, տատը, պապը, եղբայրները և քույրերը, ինչպես նաև աճուրդավարի ամուսնու ծնողները, տատը, պապը, եղբայրները և քույրերը…»:

Ստացվում է, որ ՊՆ հաշվեկշռի գույքերը կարող են ձեռք բերել նաև թշնամի պետության քաղաքացիները, սակայն ըստ պաշտոնական գրության՝ նման նախադեպ մինչ այժմ առկա չէ:
