Արցախի տեղեկատվական շտաբը ներկայացրել է Արցախի կառավարության տեղեկագիր 16.02.2023թ. դրությամբ։
3 երեխա գտնվում է մանկական հիվանդանոցի նորածնային և վերակենդանացման բաժանմունքներում:
8 չափահաս բուժառու գտնվում է վերակենդանացման բաժանմունքում, որոնցից 5-ը ծայրահեղ ծանր վիճակում է։
Արդեն 261 երեխա ծնվել է շրջափակման մեջ:
Արցախի բոլոր բուժհաստատություններում պլանային վիրահատությունների դադարեցման պատճառով մոտ 660 քաղաքացի զրկվել է վիրահատվելու միջոցով առողջական խնդիրների լուծման հնարավորությունից։
Մինչ այսօր Կարմիր Խաչի միջազգային կոմիտեի միջնորդությամբ և ուղեկցությամբ Արցախից Հայաստան է տեղափոխվել 105 հիվանդ՝ համապատասխան բուժում ստանալու համար։
755 տնտեսվարող սուբյեկտ (ընդհանուրի 17,7%-ը) շրջափակման պայմաններում աշխատելու անհնարինության պատճառով կասեցրել է իր գործունեությունը, իսկ մնացած տնտեսվարողները գործում են մասնակի ծավալով կամ պետական աջակցությամբ։
Ստեղծված տնտեսական բարդ իրավիճակի պատճառով նախնականորեն առնվազն 5,100 մարդ կորցրել է աշխատանքը և եկամտի աղբյուրը։
Ավելի քան 26,800 տոննա կենսական նշանակության ապրանքներ կմակատարարվեին Արցախ, եթե չլիներ շրջափակումը, որի ընթացքում Կարմիր խաչի միջազգային կոմիտեի և ՌԴ խաղաղապահ զորակազմի կողմից մատակարարվել է դրա միայն չնչին մասը:

Ադրբեջանի կառավարության գործակալները ահաբեկչական գործողություններով 68 օր շարունակ շրջափակման պայմաններում պատանդ են պահում Արցախի 120,000 բնակչությանը:
Շրջափակման պատճառով Արցախի 120,000 բնակչությունը (ներառյալ՝ շուրջ 30,000 երեխա, 20,000 տարեց, 9,000 հաշմանդամություն ունեցող անձ) կրում է բազմաթիվ զրկանքներ և, ի թիվս այլ իրավունքների խախտման, կանգնած է թերսնման և ցրտահարման մեծ ռիսկի առջև:
Շրջափակման պայմաններում սննդի սրացող սղության պատճառով հունվարի 9-ից փակվել կամ մասնակի է աշխատում 41 մանկապարտեզ, 56 նախադպրոցական խումբ, 20 երկարօրյա ուսումնական հաստատություն։
6,828 երեխա այլևս չի կարողանում կրթօջախ հաճախել ընդհանրապես կամ երկարօրյա ռեժիմով՝ զրկվելով համապատասխան կրթություն և խնամք ստանալու հնարավորությունից:
Շրջափակման մեկնարկից ի վեր աշխարհի բազմաթիվ երկրներ ու միջազգային կազմակերպություններ դատապարտել են Ադրբեջանի գործողությունները և կոչ արել վերացնել շրջափակումը: Հարցը քննարկվել է նաև ՄԱԿ-ի Անվտանգության խորհրդում, Մարդու իրավունքների եվրոպական դատարանը պարտավորեցրել է Ադրբեջանին ձեռնարկել բոլոր անհրաժեշտ և բավարար միջոցները վերացնելու շրջափակումը, հարցը քննարկվել է նաև ՄԱԿ-ի Արդարադատության միջազգային դատարանում (Հաագա)՝ Ռասայական խտրականության վերացման կոմիտեի վարույթի շրջանակներում։ Եվրոպական խորհրդարանում Արցախի շրջափակման հումանիտար հետևանքների մասին բանաձև է ընդունվել։
