«Ֆիթչ» վարկանիշային գործակալությունը վերահաստատել է Հայաստանի Հանրապետության՝ արտարժույթով և ազգային արժույթով երկարաժամկետ պարտավորությունների թողարկման սուվերեն «B+» վարկանիշը՝ հեռանկարը «կայուն»-ից փոխելով դեպի «դրական»:
Ինչպես տեղեկացրին ՀՀ ֆինանսների նախարարությունից, հեղինակավոր վարկանիշային գործակալության զեկույցում նշվում է, որ Հայաստանի սուվերեն վարկանիշի հեռանկարի վերանայման հիմքում ընկած են տնտեսության դրական դինամիկան և բարձր տնտեսական աճը, որի վրա դրական ազդեցություն է ունեցել մարդկանց և կապիտալի զգալի ներհոսքը, հարկային եկամուտների գերակատարումն ու պարտքի բեռի նվազումը, տնտեսության արտաքին դիրքի բարելավումը:
«Մասնավորապես, հատկանշական է Հայաստանի բարձր տնտեսական աճը, որը 2022թ. գնահատվել է 11.6%՝ ամենաբարձրը վերջին 15 տարիների ընթացքում: Բարձր աճի ձևավորման վրա ազդել են միգրանտների և կապիտալի զգալի ներհոսքը։ Գործակալությունն ակնկալում է, որ միգրանտների զգալի մասը կմնա Հայաստանում առնվազն երկու-երեք տարի, ինչը կհանգեցնի դրական տնտեսական զարգացումների պահպանմանը»,- ասվում է հաղորդագրության մեջ:
Ըստ աղբյուրի՝ արձանագրվել է նաև բյուջեի դեֆիցիտի զգալի նվազում՝ պայմանավորված հիմնականում հարկային եկամուտների բարձր աճով: Արդյունքում, 2022թ. բյուջեի դեֆիցիտ/ՀՆԱ ցուցանիշը կազմել է 2.2%՝ 2021թ. 4.6%-ի դիմաց: Բացի այդ, կառավարության պարտքը 2022թ. նվազել է գրեթե 13 տոկոսային կետով՝ կազմելով ՀՆԱ-ի 47.6%-ը և ակնկալում է, որ միջնաժամկետ հատվածում կպահպանվի այդ մակարդակում։
Զեկույցը դրական է գնահատվում նաև կապիտալի ներհոսքի պայմաններում արտաքին դիրքի բարելավումը՝ ընթացիկ հաշվի հավելուրդը, ինչը նպաստել է նաև արտարժութային պահուստների 880 մլն ԱՄՆ դոլար ավելացմանը: Բացի այդ, 2022թ. զուտ արտաքին պարտքը նվազել է մոտ 12 տոկոսային կետով և կազմել է ՀՆԱ-ի 44.5%-ը։ Գործակալությունը արտաքին կայունության տեսանկյունից կարևորում է ԱՄՀ հետ 171 միլիոն ԱՄՆ դոլար արժողությամբ եռամյա կանխարգելիչ նոր ծրագիրը, որը բացասական արտաքին ցնցումների դեպքում կարող է հանդիսանալ որպես բուֆեր:
Նշվում է, որ միևնույն ժամանակ, գործակալության դիտարկմամբ՝ Հայաստանն առանձնանում է կառավարման ուժեղ ցուցանիշներով, ինչպես նաև մակրոտնտեսական և հարկաբյուջետային քաղաքականության ամուր շրջանակով և բարեփոխումների նկատմամբ վստահելի հանձնառությամբ:
«Ֆիտչ»-ն ընդգծել է նաև սուվերեն վարկանիշի հետագա բարելավմանը նպաստող գործոնները, որոնք են՝ միջնաժամկետ հատվածում կառավարության պարտք/ՀՆԱ ցուցանիշի շարունակական նվազումը և կապիտալի զգալի ներհոսքի արդյունքում արձանագրված արտաքին դիրքի և ֆինանսների բարելավման պահպանումը միջնաժամկետ հատվածում:
