«Փաստ» օրաթերթը գրում է
Տնտեսագետները պարբերաբար նշում են, որ Հայաստանի գործող իշխանությունները հատկապես ծախսային մասով իրականացնում են անարդյունավետ քաղաքականություն: «Բյուջեի երեք հիմնական սկզբունք կա՝ ծախսերը պետք է կատարվեն արդյունավետ, օգտավետ և լինեն տնտեսող: Սա նշանակում է, որ ծախսերը պետք է ներդրվեն այնպիսի տեղերում, որոնք երկարաժամկետ կայունություն կամ ավելի բարձր շահույթներ կապահովեն՝ հետագա տարիներին ավելի մեծ բյուջե ունենալու համար: Սա չի կատարվում, առաջնահերթությունները, ներդրումների շահութաբերությունը հաշվի չեն առնվում, շարունակում են և՛ արտաքին, և՛ ներքին պարտքեր կուտակել:
Այս ամենի հետևանքով հետագայում բյուջեի համար պարտքերի սպասարկման բեռը շատ ավելի լուրջ է լինելու: Այս պահի դրությամբ պետական բյուջեի մոտ 11-12 տոկոսը պարտքի սպասարկման գումարն է կազմում»,-«Փաստի» հետ զրույցում ասում է Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը: Անդրադառնալով այն հանգամանքին, որ գործող իշխանությունները ընդդիմություն եղած ժամանակ բողոքում էին հենց անարդյունավետ ծախսերից՝ տնտեսագետը նշեց. «Սկսենք նրանից, որ անգամ լավ ընդդիմություն չեն եղել:
Նրանք պոպուլիստական մակարդակով հանրահայտ թերություններ էին մատնանշում՝ չունենալով խորքային վերլուծություններ, գիտելիքներ ու տեղեկատվություն այն մասին, թե ինչ է կատարվում ՀՀում: Այսօրվա կառավարության ղեկավարը ընդդիմություն եղած ժամանակ խոսում էր զուտ խոսելու համար, շատ դեպքերում՝ անբովանդակ: Խոսում էր հետագայում ձայների տեսքով ընտրությունների ժամանակ դիվիդենտներ ստանալու համար, ու նպատակը ոչ թե Հայաստանի հարատևմանն ուղղված գործողությունների կատարումն էր, այլ քվե ստանալը»:
