«Ջենեսիս Արմենիա» ուղեղային կենտրոն-հիմնադրամի ղեկավար Աբրահամ Գասպարյանը գրառում է արել՝ ի պատասխան ՌԴ ԱԳ նախարար Սերգեյ Լավրովի հայտարարության։

«1-Ալմաթայի հռչակագրի ընդունման ժամանակ (դեկտեմբերի 21, 1991 թ.) Արցախը փաստացի դուրս էր գտնվում խորհրդային ադրբեջանի կազմից (սեպտեմբերի 2, 1991 թ.) դեռևս գոյություն ունեցող Միության օրենքներին և իրավական ակտերին համաձայն, իսկ 1992 թ. ՀՀ Գերագույն խորհուրդն այդ հռչակագիրը վավերացրել է՝ Արցախի հարցով վերապահումով,

2- Հայաստանը երբեք չի օկուպացրել տարածք, որը պատկանել է այլ պետության: Միջազգային բանակցային մանդատ ունեցող ԵԱՀԿ Մինսկ խմբի եռանախագահության ազդեցիկ դերակատարներից Մոսկվան Արցախի հարցով 25 տարի բանակցել է նաև ազգերի ինքնորոշման սկզբունքի հիմքով,

3- 44-օրյա պատերազմի հետևանքով 7 շրջանները հանձնվեցին ադրբեջանին. ԼՂԻՄ օրինական մաս հանդիսացող Շուշին և Հադրութը նույնպես օկուպացված են մնում պատերազմ սանձազերծած ագրեսոր ադրբեջանի կողմից,

4- տարածաշրջանային անվտանգության և ազգերի ինքնորոշման ու իրավահավասարության հարցում Լավրովի և Հայաստանի ՔՊ իշխանության ոչ ռացիոնալ մոտեցումների նույնականացումը չի բխում ՀՀ, Արցախի, ՌԴ, հայ և ռուս ժողովուրդների ազգային-պետական պատմական ու երկարաժամկետ շահերից, 

5- այդ նույնականացումն ավելի է խորացնում հակառուսաստանյան տրամադրությունները Հայաստանում և հայ ժողովրդի շրջանում, ինչից կարող են օգտվել՝ Մոսկվային հարավկովկասյան ռեգիոնից ջանասիրաբար դուրս մղող ուժերը, 

6- սա վկայում է Ռուսաստանում էլիտաների մոտեցումների փեղկվածության, նեոլիբերալ հանդերձանքով բոլշևիկյան պրոթուրանական կուրսի վերակտիվացման մասին, ինչը վիճարկելի է դարձնում հայ-ռուսական եղբայրության, պատմաքաղաքական, համընդհանուր շահերի և անվանգության ընկալումները, 

7- եթե Հայաստանն «ագրեսոր» է եղել, ապա ի՞նչ հիմքով է Ռուսաստանն այդպիսի երկրի հետ կնքել ռազմավարական-դաշնակցային երկարաժամկետ պայմանագիր, ի՞նչ գործ ունեն «ոչ ագրեսոր» Ռուսաստանի ռազմաբազան ՀՀ տարածքում: Նման հայտարարություններով ռիսկի տակ է դրվում միջպետական հարաբերությունների մի ամբողջ դարաշրջան:

Լավրովի և այլ ռուսաստանցի բարձրաստիճան պաշտոնյաների նման հայտարարություններն իրականում չեն տարբերվում Արևմուտքի գործընկերների հայտարարություններից: Պատճառն այն չէ՛, որ «դաշնակիցը դավաճանեց մեզ», այլ այն, որ մեր երկրի ներսում ունենք անհավասարակշիռ, դիվանագիտություն խաղալ չիմացող, արկածախնդիր տհասների մի իշխանություն, որը քանդեց մի ամբողջ պետության դաշնակիցների քարտեզ, ժառանգություն ստացած՝ «Արևմուտքի համար ընդունելի նախագահ, Ռուսաստանի կամակատար վարչապետ» բրիտանական շախմատային պարտյան էլ ձախողեց, դարձրեց մի բիզ, որը մտավ հայ ժողովրդի...կոկորդը:
