ՀԱՊԿ-ն պարզաբանել է կազմակերպության խաղաղապահների կողմից խաղաղապահ գործողություններ իրականացնելու իրավական հիմքերը

Հավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) քարտուղարությունը մեկնաբանել է մի շարք լրատվամիջոցների դիմումը` կապված ՀԱՊԿ Կոլեկտիվ խաղաղապահ ուժերի կողմից խաղաղության պահպանման գործողությունների իրավական հիմքերի հետ։ Այս մասին հայտարարել է ՀԱՊԿ մամուլի քարտուղար Վլադիմիր Զայնետդինովը։
«ՀԱՊԿ խաղաղապահ գործողությունների անցկացումը կարգավորվում է 2007 թվականի հոկտեմբերի 6-ի ՀԱՊԿ խաղաղապահ գործունեության մասին համաձայնագրով: Նշված Համաձայնագրի 3-րդ հոդվածի համաձայն՝ ՀԱՊԿ անդամ երկրներից մեկի տարածքում խաղաղապահ գործունեության մասին որոշումը կայացվում է ՀԱՊԿ Կոլեկտիվ Անվտանգության Խորհրդի կողմից` հիմնվելով տվյալ պետության համապատասխան պաշտոնական դիմումի վրա ու անմիջապես տեղյակ պահելով ՄԱԿ-ի անվտանգության խորհրդին»,- ասվում է մեկնաբանության մեջ։
Նշվում է, որ ՀԱՊԿ-ի կազմի մեջ չմտնող պետության տարածքում ՀԱՊԿ խաղաղապահ գործողության մասին որոշումը կայացվում է ՄԱԿ-ի Անվտանգության խորհրդի որոշման հիման վրա։
«Ներկայումս վավերացման գործընթացի մեջ է վերոնշյալ Համաձայնագրում փոփոխություններ կատարելու մասին 2021թ-ի սեպտեմբերի 16-ի արձանագրությունը, որը սահմանում է խաղաղապահ գործունեության ոլորտում ՀԱՊԿ անունից ՄԱԿ-ի հետ փոխգործակցությունը կոոդինացնող պետության սահմանման հերթականությունը (վավերացրել է՝ Բելառուսը, Ռուսաստանը և Տաջիկստանը): ՀԱՊԿ կոլեկտիվ խաղաղապահ ուժերի կիրառման իրավական հիմքերի փոփոխության մասին առաջարկներ լինելու դեպքում դրանք համաձայնեցվելու են անդամ պետությունների հետ»,- ասվում է մեկնաբանության մեջ:
