ԵՄ-ն կոչով դիմել է Ադրբեջանին

2022 թ. դեկտեմբերի սկզբից Եվրոպական Միությունն ուշադիր հետևում է Լաչինի միջանցքի երկայնքով և դրա շուրջ տեղի ունեցող իրադարձություններին և դրանց մարդասիրական հետևանքներին։ ԵՄ արտաքին գործերի և անվտանգության քաղաքականության հարցերով բարձր ներկայացուցիչ, Եվրահանձնաժողովի փոխնախագահ Ժոզեպ Բորելը մշտական կապի մեջ է երկու կողմերի արտաքին գործերի նախարարների հետ: Կողմերի հետ սերտ կապի մեջ է նաև Հարավային Կովկասում ԵՄ հատուկ ներկայացուցիչ Տոյվո Կլաարը: «Արմենպրես»-ի փոխանցմամբ՝ այս մասին նշված է Եվրախորհրդարանի պատգամավոր Ասսիտա Կանկոյի՝ Լաչինի միջանցքի արգելափակման վերաբերյալ պաշտոնական հարցմանը Ժոզեպ Բորելի պատասխանում:
«ԵՄ-ն Ադրբեջանին կոչ է արել իր իրավասության սահմաններում միջոցներ ձեռնարկել՝ միջանցքով տեղաշարժվելու ազատությունն ու անվտանգությունն ապահովելու համար՝ համաձայն 2020 թ. նոյեմբերի 9-ի եռակողմ հայտարարությունից բխող իր պարտավորությունների», – նշված է փաստաթղթում:
Ժոզեպ Բորելը հիշեցնում է, որ Պրահայում 2022 թ. հոկտեմբերի 6-ին ձեռք բերված համաձայնագրի շրջանակներում Հայաստանում երկու ամսով տեղակայվել էր ԵՄ առաքելություն, որն իր գործունեությունն ավարտել էր 2022 թ. դեկտեմբերի 19-ին:
Անդրադարձ է կատարվում նաև ԵՄ նոր դիտորդական առաքելության տեղակայմանը:
«ԵՄ-ն սկսել է ներգրավվածության նոր փուլ՝ որոշելով, ի պատասխան Հայաստանի դիմումի, Հայաստանում տեղակայել Եվրոպական Միության քաղաքացիական առաքելություն՝ Անվտանգության և պաշտպանության ընդհանուր քաղաքականության շրջանակներում: Առաքելության նպատակն է նպաստել Հայաստանի սահմանամերձ շրջաններում կայունությանը, տեղում վստահության ամրապնդմանը և պայմաններ ապահովել, որոնք կնպաստեն Հայաստանի և Ադրբեջանի միջև հարաբերությունների կարգավորմանն ուղղված ջանքերին, որոնց աջակցում է ԵՄ-ն», – ասված է փաստաթղթում:
Բորելը նաև անդրադարձել է ԵԽ պատգամավորի հարցման մեջ Ադրբեջանի իշխանությունների նկատմամբ սահմանափակող միջոցների կիրառման վերաբերյալ հարցին:
«Պատժամիջոցները ԵՄ-ի ընդամենը մեկ գործիք են Արտաքին և անվտանգության ընդհանուր քաղաքականության նպատակներն առաջ մղելու համար, և այս դեպքում դրանք չեն դիտարկվում: Հայաստանի և Ադրբեջանի հետ ԵՄ-ի ջանքերը կենտրոնացած են երկխոսության միջոցով լուծումների հասնելու վրա, ինչին երկու երկրների ղեկավարներն էլ հայտնել են իրենց հանձնառությունը», – եզրափակել է Ժոզեպ Բորելը։
