«Փաստ» օրաթերթը գրում է

Արդարադատության նախարարությունն առաջարկում է լրացումներ կատարել «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքում։ Նախագծի հիմնավորման մեջ ասվում է, որ ներկայում քրեական վարույթների աննախադեպ շարունակական աճը հանգեցրել է Քննչական կոմիտեի քննիչների գերծանրաբեռնվածության: Այս պայմաններում քննիչների օրական աշխատաժամանակը հաճախ հասնում է 12-13 ժամի: Նման գերծանրաբեռնված աշխատանքը, հանրային բարձր պատասխանատվությունն այդ աշխատանքը դարձնում են պակաս գրավիչ և ռիսկային:

Մյուս կողմից` համանման գործառույթ իրականացնող Հակակոռուպցիոն կոմիտեի ծառայողների համար նախատեսված է վարձատրության ավելի բարձր երաշխիք՝ հիմքում դնելով նրանց` առանձնակի ռիսկային աշխատանք կատարելու հանգամանքը: Հակակոռուպցիոնի քննիչների համար, ՔԿ-ի քննիչների համեմատությամբ, սահմանված է աշխատանքի էապես բարձր վարձատրություն, սոցիալական երաշխիքներ՝ հաշվի առնելով կոռուպցիոն հանցագործությունների քննության իրականացումը: Նման հիմնավորումների համատեքստում Հակակոռուպցիոն կոմիտեի քննիչների համար սահմանվել է հավելում՝ պաշտոնային դրույքաչափի 92 տոկոսի չափով (նախկինում այն եղել է 100 տոկոս):

Ըստ նախագծի` ՔԿ-ի քննիչների աշխատանքի ռիսկայնությունն ընդգծելու համար բավարար է թվարկել վերջինների կողմից քննվող այնպիսի հանցատեսակներ, ինչպիսիք են կոռուպցիոն ու տնտեսական հանցագործությունները, սպանությունը, քրեական ենթամշակույթի հետ կապված հանցագործությունները, թմրամիջոցների ապօրինի շրջանառությունը, հարկային և մաքսային բնույթի հանցագործությունները, կիբեռհանցագործությունները, զինվորական ծառայության սահմանված կարգի դեմ ուղղված հանցագործությունները և այլն։ Ինչպես Հակակոռուպցիոն կոմիտեի, այնպես էլ Քննչական կոմիտեի կարգավիճակը, ըստ էության, նույնն է, ուստի աշխատանքի ռիսկայնությունը վերաբերելի է ինչպես Հակակոռուպցիոն, այնպես էլ Քննչական կոմիտեների քննիչներին:

Առաջարկվող կարգավորմամբ նախատեսվում է ՔԿ-ի քննիչներին վճարել ամսական հավելում՝ պաշտոնային դրույքաչափի 92 տոկոսի չափով: Նախագծի ընդունման արդյունքում պետբյուջեի ծախսերում ակնկալվում է հետևյալ փոփոխությունը. 2023 թ.-ի ապրիլ-դեկտեմբեր ամիսների համար ՔԿ-ի ինքնավար պաշտոն զբաղեցնող անձանց (ընդհանուր 975 անձ) ամսական դրույքաչափի 92 տոկոսի չափով հավելում նախատեսելու դեպքում նախնական հաշվարկով անհրաժեշտ է 4 012 130 304 ՀՀ դրամ։
