«Փաստ» օրաթերթը գրում է

Ջերմուկի համայնքապետարանն առաջարկում է փոփոխություններ կատարել համայնքի ավագանու 2022 թ. դեկտեմբերի 23-ի N 100-Ն որոշման մեջ։ Համայնքի ավագանին այդ որոշմամբ սահմանել է տեղական վճարների տեսակները, դրանց դրույքաչափերը և արտոնությունները։ Որոշման մեջ փոփոխություններ կատարելու անհրաժեշտությունը պայմանավորված է մի շարք հանգամանքներով: Առաջին` համայնքի գյուղական բնակավայրերի վարչական ղեկավարները խնդիր է առաջ քաշել, որ ջրմուղ-կոյուղու և համայնքը սպասարկող անասնաբույժի ծառայություններից օգտվելու համար սահմանված վճարների հավաքագրման գործում առկա են լուրջ խոչընդոտներ։

Այսպես, ջրմուղ–կոյուղու ծառայությունները մատուցողը համայնքն է, ավագանու սահմանած դրույքաչափը՝ ըստ ծավալի է, մինչդեռ համայնքի կողմից ջրաչափերի տեղադրումը և ծախսված կամ հեռացված ջրի հաշվարկային մեծությունը որոշելը ներկա պահին հնարավոր չէ իրագործել, որի պատճառով ստացվում է հետևյալ պատկերը՝ ծառայությունը մատուցվում է, սակայն դրա դիմաց գանձվելիք վճարի չափը որոշելու անհնարինությամբ պայմանավորված եկամուտ չի գանձվում։ Խնդրի լուծման համար ջրմուղ–կոյուղու ծառայությունների մատուցումը նպատակահարմար է սահմանել` ըստ յուրաքանչյուր ընտանիքի շնչերի քանակի։ Երկրորդ` համայնքը սպասարկող անասնաբույժի ծառայություններից օգտվում են գյուղական բնակավայրերի գրեթե բոլոր տնտեսությունները:

Ըստ ավագանու որոշման` բժշկական միջամտությունները հաճախ անհետաձգելի ու հրատապ են լինում, բժիշկը ծառայություն մատուցումը չի ուշացնում, բայց գյուղացին «թերանում է» վճարել, արդյունքում բյուջեի եկամտային մասում այս առումով եկամուտ չի գրանցվում։ Խնդրի լուծման համար առաջարկվում է վճար սահմանել անասնաբույժի ծառայությունների դիմաց՝ ըստ տնտեսությունների ունեցած անասնագլխաքանակի, անկախ այն հանգամանքից՝ անասունը բուժման կարիք ունի, թե ոչ։ Եվ երրորդ` Ջերմուկ քաղաքում և Կեչուտ գյուղում համայնքի ավագանին փողոցներ է անվանակոչել, որի հետևանքով անհրաժեշտաբար պետք է վերահասցեավորվեն այն բոլոր անշարժ գույքերը, որոնք գտնվում են այդ փողոցների վրա: Վերահասցեավորումը վճարովի է, քաղաքացիները, իրենց կամքից անկախ, պետք է վերահասցեավորեն իրենց գույքը, ուստի ավագանու կողմից սահմանվում է վճարի չափի նվազեցում՝ 100 տոկոսի չափով։

Այսինքն` նախագծով առաջարկվում է այդ փողոցների անվանակոչման հետ կապված վերահասցեավորումները կատարել անվճար։ Նախատեսվում են այլ փոփոխություններ ևս, իսկ նախագծի ընդունման արդյունքում ակնկալվում է ապահովել համայնքի բյուջեի եկամուտների այն մասը, որը ձևավորվում է համայնքի կողմից շինարարության թույլտվությունների տրամադրման, ջրմուղ-կոյուղու և համայնքը սպասարկող անասնաբույժի ծառայություններից օգտվելու համար համայնքի բյուջե վճարվող պարտադիր գանձույթներից: Ուստի նախատեսվում է Ջերմուկ համայնքի բյուջեի եկամուտների ավելացում։
