«Փաստ» օրաթերթը գրում է

ՊԵԿ-ի հրապարակած ցուցանիշներից պարզ է դառնում, որ 2022 թվականի հունվար-դեկտեմբեր ամիսների ընթացքում առաջին 1000 խոշոր հարկ վճարողների կողմից պետական բյուջե ընդհանուր առմամբ վճարվել է ավելի քան 1 տրիլիոն 490 միլիարդ 115 միլիոն դրամ: Ինչպես և 2021 թվականին, Հայաստանի ամենամեծ հարկատուն շարունակում է մնալ Զանգեզուրի պղնձամոլիբդենային կոմբինատը, որը տարեկան վճարել է մոտ 144 միլիարդ դրամ հարկ:

Սա փաստացի բոլոր 1000 խոշոր հարկ վճարողների կողմից պետբյուջե մուտք եղած գումարի մոտ 9,5 տոկոսն է: Ուշագրավ է, որ 2021 թվականի համեմատ 2022 թվականին ԶՊՄԿ-ի վճարած հարկերը ավելացել են 2,3 անգամ կամ մոտ 81 մլրդ դրամով: Երկրորդ մեծ հարկատուն «Գազպրոմ Արմենիան» է՝ վճարած 52,2 միլիարդ դրամ հարկերով։ Այս կազմակերպության վճարած հարկերը նախորդ տարվա համեմատ ավելացել են մոտ 5 մլրդ դրամով կամ շուրջ 11 տոկոսով: Երրորդ տեղում ծխախոտի արտադրությամբ ու արտահանմամբ զբաղվող «Գրանդ տոբակոն» է՝ 45 միլիարդ դրամի չափով վճարած հարկերով։ Չորրորդ հորիզոնականում «Ինտերնեյշնլ Մասիս տաբակ» ընկերությունն է, 5–րդում՝ Ագարակի պղնձամոլիբդենային կոմբինատը, վեցերորդ խոշոր հարկատուն «Ֆիլիպ Մորրիս Արմենիան» է, «Մոբայլ սենթր արթ» ՍՊԸ-ն յոթերորդն է, «Ջեյ թի այ Արմենիան»՝ ութերորդը, «Սի փի էս էներջի գրուպը»՝ իններորդը: Խոշոր հարկատուների տասնյակը եզրափակում է «ՄՏՍ Հայաստանը»:

Բավականին խոսուն է այն փաստը, որ առաջին 3 հորիզոնականում գտնվող ընկերությունները ապահովել են բոլոր 1000 խոշոր հարկ վճարողների կողմից պետբյուջե վճարված գումարի շուրջ 17 տոկոսը, իսկ առաջին տասնյակում գտնվողները միասին՝ ամբողջի քառորդ մասը: Ըստ տնտեսագետների, սա բավականին ցայտուն ցուցանիշ է՝ Հայաստանի տնտեսության իրական վիճակը պատկերացնելու համար:
