Ճապոնիայի վարչապետ Ֆումիո Կիսիդան կարծում է, որ ուկրաինական հակամարտությունը բացահայտեց աշխարհակարգի թուլությունն իր ներկա վիճակում և ՄԱԿ-ի Անվտանգության խորհրդի գործունեության թերությունները, քանի որ, նրա կարծիքով, կազմակերպությունը չի կարողացել դիմակայել մարտահրավերներին։
Այս կարծիքը Կիսիդան հայտնել է խորհրդարանի ստորին պալատի լիագումար նիստի ժամանակ, փոխանցում է ՏԱՍՍ-ը։
««Բացահայտվել են ՄԱԿ-ի Անվտանգության խորհրդի գործունեության թերությունները՝ ի պատասխան օրենքի գերակայության վրա հիմնված միջազգային խաղաղության կարգի մարտահրավերին (նկատի ունի ՌԴ հատուկ ռազմական գործողությունը)։ Միջազգային խաղաղության կարգի թուլացումն ակնհայտ է դարձել. որոշ երկրներ օգտագործում են այս հնարավորությունը Ռուսաստանի Դաշնության հետ իրենց կապերն ամրապնդելու, էներգետիկ և այլ ոլորտներում գործնական օգուտներ քաղելու, ինչպես նաև միջուկային հրթիռների զարգացմանը նպաստելու համար», - ասել է Քիսիդան:
Վերջերս Ճապոնիան բազմիցս քննադատել է ՄԱԿ-ի Անվտանգության խորհուրդը և հայտարարել դրա բարեփոխման անհրաժեշտության մասին՝ օրենքի գերակայության և համաշխարհային կազմակերպության բազմակողմ ձևաչափի ապահովման համատեքստում։
ՄԱԿ-ի Անվտանգության խորհուրդը բաղկացած է հինգ մշտական ՝ Ռուսաստան, Մեծ Բրիտանիա, Չինաստան, ԱՄՆ, Ֆրանսիա, ինչպես նաև տասը ոչ մշտական անդամից, որոնք ընտրվում են ՄԱԿ-ի Գլխավոր ասամբլեայի կողմից՝ երկու տարով։
Ռուսաստանի արտգործնախարար Սերգեյ Լավրովը ևս հայտարարել էր, որ ՄԱԿ-ի Անվտանգության խորհրդի բարեփոխումը հասունացել է, և զարգացող երկրների քրոնիկ թերներկայացվածության հարցը պետք է լուծվի։
