Արտակ Զաքարյանը ֆեյսբուքյան իր էջում գրում է.

«Տարբեր կողմերից մի թեմա են տարածում, իբր Պապիկյանը եթե դուրս գա, ավելի վատին են նշանակելու:

Հարցի արժեքը ոչ Նիկոլն է, ոչ էլ առավել ևս մյուսները: Հարցի արժեքը շատ ավելին մեծ է՝ պետության և Բանակի հեղինակությունն ու կառավարության բարոյականությունը:

Տղաները չեն զոհվել մարտական հերթապահություն կամ մարտական գործողություն իրականացնելիս: Ինքնասպանություն չեն գործել, չեն զոհվել հրամանատարի գործած սխալի պատճառով, ականի վրա չեն պայթել և այլն: Նաև Ադրբեջանի տարբեր ագրեսիաների ժամանակ նման հարց չի առաջացել:

Հունվարի 19-ին մեր զինծառայողները զոհվել են ծառայության պայմանների պատճառով, որը պաշտպանության նախարարության ուղիղ պատասխանատվության հարցն է: Այս հարցը շեղելն ու ուրիշների վրա մեղքը բարդելն առնվազն անբարո է:

Եթե ՊՆ բարձրաստիճան ղեկավարությունից հրաժարականներ չեն լինում, դա նշանակում է, որ բանակում թուլանում է պատասխանատվության ուղղահայացը, թուլանալու է վերահսկողությունը, թուլանալու է բոլոր օղակների կատարողական կարգապահությունն ու ընդհանուր հրամանատարության բարոյական նկարագիրը:

Բանակն այնպիսի օրգանիզմ է, որտեղ ցանկացած պահի, դասակի հրամանատարից մինչև կորպուսի հրամանատար, կարելի է նախաձեռնել պաշտոնանկությունների և պատասխանատվությունների գործընթաց: Սակայն դա պետք է բխի ընդհանուր կառույցի` ասել է թե պետության շահերից: Վերից վար կառավարման և հրամանատրման հստակ համակարգն առավել զգայուն է դարձնում Զինված Ուժերին` հատկապես ղեկավարի բարոյականության և արդարացի լինելու տեսանկյունից:

Ես կհարգեի այն պաշտպանության նախարարին, որը հասկանալով իր կարգավիճակի կարևորությունն ու հասարակության հանդեպ ունեցած բարձր պատասխանատվությունը` ստեղծված իրավիճակում հրաժարական տար: Դա հնարավորություն կտար պաշտպանական գերատեսչությանը զգաստանալ ու ավելի զգոն լինել իր պարտավորությունների մեջ:

Երբ եվրոպական որևէ երկրում, թեկուզ փոքրիկ սկանդալի պատճառով, որևէ նախարար կամ վարչապետ է հրաժարական տալիս, դա հո չի՞ գնահատվում որպես պետությանը հասցված վնաս: Դա առաջին հերթին տվյալ երկրի հասարակության և աշխարհի առջև կառավարության բարոյական կերպարը պահելու ու հանրության վստահությունը չչարաշահելու խնդիր է լուծում:

Այս իրավիճակում, նույնիսկ լավագույն պաշտպանության նախարարը, պետության և հասարակության շահերից ելնելով պետք է հրաժարական տար: Այլապես, ցանկացած այլ նախարարության կառավարման ոլորտում, ամենամեծ վնասի պարագայում նախարարն ու փոխնախարարներն իրավունք են ստանում խուսափելու որևէ տեսակի քաղաքական պատասխանատվությունից, որովհետև նախադեպերն արդեն առկա են:

Մյուս կողմից էլ հասկանալի է, որ մեր երկրում պրոբլեմները սկսվում են այսպես կոչված վարչապետի պաշտոնավարումից և դա կառավարությունում բոլորը լավ հասկանում են: Եթե պետությունն այս ողբերգությունների հասցրած Նիկոլը դեռ վարչապետ է, ուրեմն ով ասես կարող է զբաղեցնել ցանկացած պաշտոն` առանց մտածելու քաղաքական կամ անձնական պատասխանատվության մասին»:
