Արդյոք Ադրբեջանի միակ ցանկությունն ու պահանջը Ռուբեն Վարդանյանի հրաժարակա՞նն է․ Տիգրան Աբրահամյան

ԱԺ «Պատիվ ունեմ» խմբակցության քարտուղար Տիգրան Աբրահամյանը գրում է․

«Հայաստանն Արցախին կապող միջանցքի հնարավոր բացման հարցը վերջին օրերին արծարծվում է Արցախի պետնախարարի հնարավոր հրաժարականի համատեքստում։

Ըստ այդ տրամաբանության՝ և՛ ՀՀ իշխանությունը, և՛ Ադրբեջանից եկող ազդակները ցույց են տալիս, որ պետնախարարի հրաժարականը հնարավորություն կստեղծի միջանցքի բացման համար։

Մի կողմ դնելով ՀՀ իշխանության, առավել ևս՝ Ադրբեջանի ցանկությունները, իրավիճակը փորձենք դիտարկել փաստական տեսանկյունից։

Արդյո՞ք Ադրբեջանի միակ ցանկությունն ու պահանջը Ռուբեն Վարդանյանի հրաժարականն է և արդո՞ք նրա գնալով առկա և ուրվագծվող խնդիրները կլուծվեն։

Հիշեցնեմ, որ միջանցքը փակելուց հետո պաշտոնական ու ոչ պաշտոնական մակարդակով Ադրբեջանը կյանքի ուղին բացելու համար պահանջում էր կասեցնել «Կաշենի» հանքի շահագործումը, միջանցքի որևէ հատվածում ադրբեջանցի գործուղել, ով վերահսկողություն կիրականացնի ՀՀ-ից Արցախ և հակառակ ուղղությամբ բեռնափոխադրումների նկատմամբ, տեղադրել անհրաժեշտ սարքավորումներ, երկկողմանի շարժը վերահսկելու համար։

Մեկ այլ պահանջ, որը շրջանառվում է, կապված է ՊԲ ծանր տեխնիկայի դուրս բերման հետ, որը 44-օրյա պատերազմից հետո, փոքր ծավալով, մի քանի փուլով իրականացվել է։

Այսինքն՝ միջանցքի հնարավոր բացման հետ կապված Ադրբեջանը 4-5 պահանջ է ներկայացնում, ենթադրվում է, այդ թվում՝ պետնախարարի հրաժարականի թեման։

Ունի՞ որևէ մեկը երաշխիք, որ նույնիսկ այս պահանջների կատարումից հետո միջանցքը կբացվի՝ ոչ։

Ունի՞ որևէ մեկը երաշխիք, որ եթե նույնիսկ ադրբեջանական պահանջները կատարվեն, միջանցքը բացվի, ապա նույնպիսի խնդիր չի առաջանա, օրինակ՝ 1-2 ամիս հետո։ Կամ օրինակ՝ գազի, էլեկտրաէներգիայի խնդիր այլևս չի լինի։ Իհարկե, ոչ։

Ընտրությունն Արցախին է, իրենք են ծանր իրավիճակում և դժվար է նրանց դերի ու բեռի տակ մտնելով, նրանց լուծում կամ «ճիշտ» թելադրել, ամեն դեպքում ստեղծված իրավիճակին պետք է նայել սթափ, մտածված, հաշվարկված, հակառակ դեպքում, Ադրբեջանը նախապայմանների այնպիսի ցանկ կբացի, որից հետո դիմադրության ռեսուրս այլևս չի լինի։

Դեռ չեմ խոսում այն մասին, որ Ռուբեն Վարդանյանին պետնախարար նշանակելու առաջարկն արվել էր օգոստոս/սեպտեմբերին, նշանակումը՝ նոյեմբերին, նշանակողն ու շահագրգիռ կողմերը երկար ժամանակ ունեին մտածելու, ծանր ու թեթև անելու և այդ ամենից հետո արել են նշանակում։

Չափազանց անլուրջ է այդ նշանակումից 2 ամիս անց սկսել հետին թվով պատճառներ, ռիսկեր քննարկել։ Դրա մասին պետք է շուտ մտածեիք։

Գնացքը գնացել է, այլևս այլ իրավիճակ է և խնդիրների հնարավոր լուծումները պետք է դիտարկել առկա իրողությունների տրամաբանությունից»։
