«Փաստ» օրաթերթը գրում է
m24.ru-ն «Փորձագետը պարզաբանել է Հայաստանում ՀԱՊԿ զորավարժություններ անցկացնելուց Հայաստանի հրաժարումը» վերնագրով հոդվածում գրում է, որ Հայաստանի տարածքում ՀԱՊԿ զորավարժությունների անցկացման՝ Երևանի հրաժարումը թելադրված է նրա բազմավեկտոր քաղաքականությամբ և Մոսկվայի նկատմամբ Լեռնային Ղարաբաղում ռուս խաղաղապահների գործունեության հետ կապված պահանջներով, կարծում է քաղաքագետ, Հարավային Կովկասի հարցերով փորձագետ Անդրեյ Արեշևը։ Նա բացատրել է, որ վերջին շրջանում Հայաստանն ավելի ու ավելի է թեքվում դեպի Արևմուտք։
Միաժամանակ ՀԱՊԿ զորավարժությունների շուրջ ինտրիգը ծագել է 2022 թվականի վերջին, երբ Ղրղզստանը նույնպես հրաժարվել էր իր տարածքում ծրագրված զորավարժություններ անցկացնել։ «Իհարկե, դա պայմանավորված է նաև արտաքին ուժերի որոշակի ազդեցությամբ, որը նպատակաուղղված է լղոզելու ՀԱՊԿ շրջանակներում ռազմաքաղաքական համագործակցությունը: Նման ջանքեր են գործադրվում արդեն մեկ տարուց ավելի, սակայն Ուկրաինայում հատուկ ռազմական գործողության մեկնարկով դրանք որակական այլ հարթություն են տեղափոխվել»,ասել է Արեշևը։ Նրա խոսքով, ՀԱՊԿ-ում իրավիճակը աստիճանաբար սրվում է, այդ թվում՝ Նիկոլ Փաշինյանի և ՀՀ կառավարության ջանքերով։ «Դատելով այս հարցի վերաբերյալ ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովի հայտարարությունից, Ռուսաստանում այդ ամենին հանգիստ են վերաբերվում»,- պարզաբանել է փորձագետը։
Արեշևը հույս է հայտնել, որ Ռուսաստանի և Հայաստանի ղեկավարությունները ներկա դժվարին պայմաններում կկարողանան երկկողմ հարաբերություններ հաստատել։ Նրա կարծիքով, Մոսկվան և Երևանն ունեն դա անելու բոլոր հնարավորությունները։ «Թեկուզ միայն այն պատճառով, որ Ռուսաստանը և ռուսական խոշոր պետական ընկերությունները հայկական շուկայի ակտիվ մասնակիցներ են և մի քանի բաժնեմասեր ու բաժնետոմսեր ունեն հանրապետության տնտեսության առանցքային ոլորտներում»,ասել է քաղաքագետը։ Ավելի վաղ Նիկոլ Փաշինյանը հայտնել էր, որ երկրի պաշտպանության նախարարությունը ՀԱՊԿ-ին տեղեկացրել է երկրում ասոցացման զորավարժությունների կազմակերպման աննպատակահարմարության մասին։ Ռուսաստանի Դաշնության պաշտպանության նախարարությունը ավելի վաղ հայտնել էր Հայաստանի տարածքում ՀԱՊԿ խաղաղապահ զորամիավորումների «Անխորտակելի եղբայրություն-2023» համատեղ զորավարժությունների անցկացման ծրագրերի մասին։
