ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան պատասխանել է Արցախյան կարգավորման վերաբերյալ հայկական կողմի հայտարարությունների մասին լրատվամիջոցների հարցին: Մասնավորապես Զախարովային հարցրել են, թե ինչպես կարող է մեկնաբանել հունվարի 10-ին կայացած մամուլի ասուլիսում Հայաստանի վարչապետ Նիկոլ Փաշինյանի հայտարարությունն առ այն, որ հայկական կողմը պատրաստակամ է ստորագրել ռուսական առաջարկների հիման վրա Արցախյան հիմնախնդրի կարգավորման վերաբերյալ փաստաթուղթը:

«Դժվար է գնահատել հայկական կողմի դիրքորոշումը, երբ նույն հարցի շուրջ պաշտոնական Երևանի հայտարարություններն էապես տարբերվում են։ Նշված ասուլիսի ժամանակ Հայաստանի վարչապետը խոսել է ռուսական առաջարկների հիման վրա փաստաթուղթը ստորագրելու մտադրության մասին, և միևնույն ժամանակ հակամարտության՝ Արևմուտքի կողմից առաջ տարվող ինչ-որ «համապարփակ լուծման» նախապատվության մասին։

Ավելի վաղ ՌԴ ԱԳ նախարար Ս. Լավրովի մեկնաբանություններում մանրամասն նկարագրվել էր ռուսական ջանքերի քրոնիկան ինչպես երկկողմ ձևաչափերում, այնպես էլ ղարաբաղյան հիմնախնդրի կարգավորման միջազգային մեխանիզմների շրջանակում, այդ թվում՝ Ռուսաստանի, Ադրբեջանի և Հայաստանի ղեկավարների 2020 թվականի նոյեմբերի 9-ի հայտարարության և հարակից եռակողմ համաձայնագրերի կատարման շրջանակում։

Բաքվի հետ խաղաղության պայմանագրի մշակման հարցում 1991 թվականի Ալմա-Աթայի հռչակագրի վրա հիմնվելու Երևանի համաձայնությունը, որն ամրագրվել է 2022 թվականի հոկտեմբերին Պրահայում կայացած գագաթնաժողովից հետո արված հայտարարության մեջ, արմատապես փոխել է բանակցային գործընթացի տրամաբանությունը։ Ալմա-Աթայի հռչակագիրը հաստատում է Խորհրդային Միության հանրապետությունների միջև գոյություն ունեցող սահմանների անձեռնմխելիությունը։ Այդ ժամանակ Լեռնային Ղարաբաղի Ինքնավար Մարզը մտնում էր Ադրբեջանական ԽՍՀ կազմի մեջ։ Իհարկե, այս հանգամանքը շատ դժվար է անտեսել Բաքվի և Երևանի միջև խաղաղության գործընթացում։

Հիշեցնենք նաև, որ 2022 թվականի դեկտեմբերի 23-ին Մոսկվայում նախատեսված էր Հայաստանի և Ադրբեջանի ԱԳ նախարարների հանդիպումը խաղաղության պայմանագրի շուրջ։ Երկու երկրների ղեկավարները համաձայնել են դրան։ Հանդիպման համար ամեն ինչ պատրաստված էր։ Բայց Հայաստանի ղեկավարությունն էր, որ վերջին պահին չեղյալ հայտարարեց Հայաստանի արտաքին գործերի նախարար Ա. Միրզոյանի այցը։ Դա թույլ չտվեց քննարկել ոչ միայն խաղաղության պայմանագիրը, այլեւ հայ-ադրբեջանական հարաբերությունների կարգավորման այլ հրատապ հարցեր, այլև Լաչինի միջանցքի շուրջ ստեղծված իրավիճակը։

Եթե հայ գործընկերներն իսկապես շահագրգռված են առկա խնդիրների՝ ամենաբարձր մակարդակով եռակողմ համաձայնագրերի համապարփակ իրականացմանը համահունչ լուծմամբ, ապա սխոլաստիկայով զբաղվելու փոխարեն անհրաժեշտ է շարունակել համատեղ աշխատանքը։ Հայ-ադրբեջանական խաղաղության պայմանագրի բանակցությունների համար հարթակ տրամադրելու ռուսական առաջարկը մնում է ուժի մեջ», - ասել է Զախարովան։
