Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանի գլխավորությամբ հունվարի 11-ին հրավիրվել է Անվտանգության խորհրդի նիստ, որին մասնակցում էին ԱՀ ԱԺ քաղաքական բոլոր ուժերի ներկայացուցիչները:

Քննարկվել են Ադրբեջանի կողմից Լաչինի միջանցքի արգելափակման պատճառով Արցախում արդեն շուրջ մեկ ամիս տևող հումանիտար ճգնաժամի հետևանքները, դրա վերաբերյալ վերջին օրերին հնչած բարձր մակարդակի քաղաքական հայտարարությունները. ընդունվել է  ԱՀ ԱԽ հայտարարություն, որը ներկայացնում ենք ստորև.

ԱՀ Անվտանգության խորհրդի հայտարարությունը.

Շուրջ մեկ ամիս է, ինչ Ադրբեջանի գործող իշխանությունների լիակատար ու բացահայտ աջակցությամբ մի խումբ այսպես կոչված էկոակտիվիստներ փակել են Արցախը Հայաստանի հետ կապող միակ ճանապարհը։ Նման գործողություններով ադրբեջանական կողմն Արցախի Հանրապետության բնակչությանը փաստացի զրկել է արտաքին աշխարհի հետ շփման միակ հնարավորությունից՝ 120 հազար բնակչությանը թողնելով լիակատար շրջափակման մեջ՝ դրանից բխող հումանիտար, առողջապահական և տնտեսական բոլոր հետևանքներով հանդերձ։

Ադրբեջանի նախագահի՝ սույն թվականի հունվարի 10-ին կայացած մամուլի ասուլիսի ընթացքում հնչեցրած մտքերը հերթական անգամ փաստեցին, որ այս ամենը ոչ այլ ինչ է, քան Ադրբեջանի իշխանությունների կողմից ղարաբաղյան հիմնախնդրի կարգավորման գործընթացում ուժի սպառնալիքի կիրառման ակնհայտ դրսևորում, որը շարունակությունն է 2020 թ. Արցախի Հանրապետության ժողովրդի դեմ Ադրբեջանի կողմից սանձազերծված 44-օրյա պատերազմի:

Այս իրողությունների համատեքստում, ՀՀ վարչապետի՝ նախօրեին տեղի ունեցած ասուլիսի ընթացքում հնչեցրած մի շարք պնդումներ և տեսակետներ առաջացրել են մտահոգություններ, քանի որ չեն համապատասխանում ինչպես համազգային պայքարի գաղափարներին, այնպես էլ Արցախի Հանրապետության բնակչության և իշխանությունների որդեգրած դիրքորոշմանը:

Մենք գիտակցում ենք բոլոր այն հետևանքները, որոնք բխում են մեր որդեգրած քաղաքական գծից և վերահաստատում ենք մեր դիրքորոշումն առ այն, որ Արցախի ինքնիշխանությունը և պատմական հայրենիքում ազատ ու անկախ ապրելու իրավունքը բացարձակ արժեքներ են: Որևէ պարտադրանք կամ սպառնալիք չի կարող մեզ հետ պահել պայքարը շարունակելու մեր կայացրած որոշումից:

Ըստ այդմ, դիմում ենք միջազգային հանրությանը` Ադրբեջանի կողմից ձեռնարկված ահաբեկչական գործողությունները, ծրագրվող էթնիկ զտումները և նախապատրաստվող նոր ցեղասպանությունը կանխելու համար պատասխանատվություն ստանձնելու կոչով:

Արցախի Հանրապետության ժողովուրդը և իշխանությունները վստահ են, որ աշխարահասփյուռ հայությունը կշարունակի սատար կանգնել Արցախի իրենց քույրերի և եղբայրների կայացրած որոշմանը, և ՀՀ իշխանություններին հորդորում են առաջնորդվել բացառապես Արցախի ժողովրդի ինքնորոշման իրավունքը միջազգային ատյաններում առաջ տանելու և պաշտպանելու դիրքորոշմամբ` օգտագործելով միջազգայնորեն ճանաչված պետության բոլոր հնարավորություններն ու ողջ գործիքակազմը:
