Հիշեցնենք, որ Ռուսաստանում մասնակի մոբիլիզացիան սկսվել է սեպտեմբերի 21-ին, այդ մասին հայտարարել է նախագահ Վլադիմիր Պուտինը նույն օրվա առավոտյան՝ ստորագրելով համապատասխան հրամանագիրը։ Նա այս որոշումը համարել է համարժեք երկրի առջև ծառացած սպառնալիքներին։
