Արդեն 29-րդ օրն է՝ Արցախը գտնվում է ադրբեջանական շրջափակման մեջ։ Ադրբեջանը  120 հազար արցախահայերի նկատմամբ, որոնցից 30 հազարը երեխաներ են, 9 հազարը՝ հաշմանդամություն ունեցողներ, իրականացնում է ահաբեկչություն։

Հաշմանդամություն ունեցող անձանց իրավունքներով ու խնդիրներով զբաղվող միջազգային կառույցներն արդյո՞ք չեն տեսնում Ադրբեջանի ահաբեկչական գործողությունները, իրավիճակի վերաբերյալ նրանք պատշաճ տեղեկացվա՞ծ են, արձագանքո՞ւմ են այդ ամենին։

168.am-ի հետ զրույցում Հաշմանդամություն ունեցող անձանց խնդիրներով զբաղվող «Ունիսոն» հ/կ նախագահ Արմեն Ալավերդյանը պատասխանելով մեր հարցերին, նկատեց՝ ցավոք, այդ կառույցները ոչ միայն ֆիզիկապես, այլև հոգեպես հեռու են այդ խնդիրներից, որպեսզի լրջորեն արձագանքեն տեղի ունեցողին։

«Այդ կառույցները շատ հակասական տեղեկատվություն են ստանում, և արձագանքները շատ աննշան են։ Այդ տեղեկատվությունն ավելի շատ համակարգված, նաև պետական մակարդակով պետք է ներկայացվի բոլորին և ոչ միայն՝ հաշմանդամություն ունեցող անձանց խնդիրներով զբաղվող կառույցներին, այլև բնապահպանական, կենդանիների խնդիրներով զբաղվող այլ կառույցների։ Կենդանիներն ուտելու բան չունեն, կենդանասերները պետք է արձագանքեն, ուրիշ դեպքերում մեծ աղմուկ են բարձրացնում։ Կարելի է ասել՝ այդ ամենը հոգեբանական բլոկադա է, քան ֆիզիկական»,- շեշտեց Արմեն Ալավերդյանը։

Ըստ նրա, եթե պետական մակարդակով Արցախում տեղի ունեցողը հասցվեր համապատասխան կառույցների, գոնե նրանց կողմից հայտարարություն կլիներ։ Այսինքն՝ ճիշտ գործողությունների դեպքում պետք է մեծ աղմուկ բարձրացվեր։

«Ցավոք, այսօր հաշմանդամություն ունեցող անձանց խնդիրներով զբաղվող կազմակերպությունների ձայնն այդքան էլ լսելի չէ։ Հաշմանդամություն ունեցող անձանց հարցերով զբաղվող՝ ՄԱԿ-ն ունի կոմիտե, կարելի էր հենց նրանց դիմել, բայց նման դիմում չի եղել նրանց։ Տեղեկատվության պակաս կա, եթե համակարգված պետական մակարդակով բողոքի ալիքը լիներ՝ միանշանակ արձագանք կլիներ»,- շեշտեց Ա. Ալավերդյան։

Արմեն Ալավերդյանի կարծիքով՝ Արցախում ստեղծված հումանիտար ճգնաժամի վերաբերյալ հայաստանյան իրականության մեջ աղմուկն ավելի շատ համացանցում է բարձրացվում, քան իրական կյանքում, ինչը չի կարող դրական արդյունք տալ։

«Համացանցում որևէ բան անելը նույնն է, որ մենք ասենք՝ մենք լսենք։ Ստատուս են գրում, լուսանկարներ հրապարակում, որն անօգուտ է։ Անհրաժեշտ է պետական ու համազգային մակարդակով հարցը բարձրացնել,  համակարգված աշխատանքի դեպքում, կարծում եմ՝ խնդիրը կարող է շատ արագ լուծվել, գոնե միջազգային հանրության տարբեր շերտերի արձագանքի մասով։ Փոխարենը՝ կարծես թե ամեն ինչ մենք մեզ համար ենք անում, չեմ տեսել՝ այսպես ասած, «ԲԻ-ԲԻ-ՍԻ»-ով ու այլ հայտնի լրատվամիջոցներով խնդիրը բարձրացվի»,- եզրափակեց Արմեն Ալավերդյանը։

Հիշեցնենք՝ դեկտեմբերի 12-ին, ժամը 10։30-ի սահմաններում, ադրբեջանական կողմը խախտելով 2020 թվականի նոյեմբերի 9-ի եռակողմ հայտարարության դրույթները, բնապահպանական պատճառաբանություններով փակել է Արցախն աշխարհին կապող կյանքի միակ ճանապարհը՝ ոտնահարելով քաղաքացիական բնակչության կենսական շահերն ու իրավունքները:

Այս պահին Ստեփանակերտի Հանրապետական հիվանդանոցում կան հիվանդներ, որոնց պետք է տեղափոխեն Երևան՝ վիրահատելու, սակայն ճանապարհի փակ լինելու հետևանքով նրանց տեղափոխումն անհնարին է դառնում։ Միայն Կարմիր խաչի միջնորդությամբ ու նրանց մեքենաների ուղեկցությամբ հիվանդներից մեկը, որը 4 ամսական երեխա էր՝ տեղափոխվել է Երևան, Երևան է տեղափոխվել ևս մի քանի հիվանդ, սակայն սա խնդիրը չի լուծել։ Ադրբեջանի ահաբեկչական գործողության արդյունքում հիվանդներից մեկը, ցավոք, մահացել է:
