Կառավարությունն իր այսօրվա՝ հունվարի 5-ի նիստում որոշում կայացրեց «Վեդու բժշկական կենտրոն» և «Մասիսի բժշկական կենտրոն» փակ բաժնետիրական ընկերությունների կանոնադրական կապիտալները նվազեցնելու, ՀՀ ՏԿԵ նախարարության պետական գույքի կառավարման կոմիտեին անշարժ գույք ամրացնելու և Առողջապահության նախարարության «Դատաբժշկական գիտագործնական կենտրոն» պետական ոչ առևտրային կազմակերպությանն անժամկետ և անհատույց օգտագործման իրավունքով անշարժ գույք տրամադրելու մասին:

Որոշման հիմնավորման մեջ նշվում է, որ այս որոշման ընդունման անհրաժեշտությունը պայմանավորված է ՀՀ Արարատի մարզում դատաբժշկական գործունեության իրականացման համար անհրաժեշտ տարածքների հատկացման անհրաժեշտությամբ:

Ներկայում ՀՀ Արարատի մարզի դատաբժշկական փորձաքննությունների բաժնի փորձագետները իրենց աշխատանքային գործունեությունն իրականացնում են մարզային ենթակայության գտնվող բժշկական կենտրոնների մասնաշենքերում, սպասարկելով ամբողջ Արարատի մարզի ազգաբնակչությանը և իրավապահ մարմիններին։ Այն տարածքները, որտեղ մատուցվում են դատաբժշկական փորձաքննության ծառայությունները, չունեն բարվոք շենքային պայմաններ, սարքավորումներով հագեցվածությունը չի համապատասխանում դատաբժշկական փորձաքննությունների կատարման անհրաժեշտ պայմաններին և պահանջներին:

Ինչպես ամբողջ հանրապետությունում, այնպես էլ ՀՀ Արարատի մարզում իրականացվող դատաբժշկական փորձաքննությունների իրականացման հետ կապված խնդիրները հատկապես ցայտուն կերպով ի հայտ եկան 2020թ-ի սեպտեմբերի 27-ին Ադրբեջանի կողմից սանձազերծած պատերազմական գործողությունների արդյունքում, զոհված զինծառայողների մարմինները և մասունքները տեղափոխվում էին նաև ՀՀ Արարատի մարզի բժշկական կենտրոնների կազմում գործող դիահերձարաններ։

Այսպիսով, 2021թ-ին ՀՀ Արարատի մարզում կատարվել է շուրջ 1581 կենդանի անձանց և շուրջ 1656 դիակի դատաբժշկական փորձաքննություն։ 2022թ․-ի հինգ ամիսների ընթացքում կատարվել է շուրջ 635 կենդանի անձանց և շուրջ 732 դիակի դատաբժշկական փորձաքննություն։

Արարատի մարզի Վեդու և Մասիսի դատաբժշկական փորձաքննությունների բաժինների գործունեության բնականոն ընթացքի, աշխատանքի արդյունավետության և գործող չափանիշներին համապատասխանության ապահովման տեսանկյունից նպատակահարմար է բաժինների համար առանձնացնել տարածքներ՝ դրանք տրամադրելով «Դատաբժշկական գիտագործնական կենտրոն» պետական ոչ առևտրային կազմակերպությանը։

Սույն նախագծով առաջարկվում է ՀՀ Արարատի մարզի Վեդու ԲԿ և Մասիսի ԲԿ սեփականությունը հանդիսացող համապատասխան անշարժ գույքով վճարել ՀՀ-ին պատկանող՝ ընկերությունների կողմից տեղաբաշխված բաժնետոմսերի դիմաց՝ ՀՀ-ից ձեռքբերված բաժնետոմսերի մարման միջոցով՝ համապատասխանաբար նվազեցնելով նախագծով առաջարկվող փակ բաժնետիրական ընկերությունների կանոնադրական կապիտալները։
