ՀՀ քննչական կոմիտեի Տավուշի մարզային քննչական վարչության Դիլիջանի քննչական բաժնում կատարված քննչական և վարութային գործողությունների արդյունքում պարզվել են «Դիլիջան ազգային պարկ» ՊՈԱԿ տնօրենի պաշտոնակատարի կողմից պաշտոնեական անփութության հետևանքով պետությանն անզգուշությամբ ավելի քան 2մլն դրամի վնաս պատճառելու դեպքի հանգամանքներ: Այս մասին հաղորդում է ՔԿ-ն:
Ավելի վաղ տեղեկացրել էինք, որ «Դիլիջան ազգային պարկ» ՊՈԱԿ տնօրենի պաշտոնակատարը, «Հաղարծին տեղամաս» մասնաճյուղի տարածքի և ապրանքանյութական արժեքների պահպանության պատասխանատվությունը ժամանակավորապես նույն կազմակերպության տեսուչին հանձնելու նպատակով իր հրամանով ստեղծել է հանձնաժողով և հրամանի կատարման հսկողությունը վերապահել է իրեն։ Նա հաստատել է հանձնում-ընդունումը, որի ընթացքում, սակայն, նշված մասնաճյուղի պահաբաժիններից մեկի անտառապահի պարտականությունները կատարողի անաշխատունակության վիճակում գտնվելու պայմաններում, վերջինիս պարտականությունների կատարումն այլ անձի չի հանձնարարել։ Արդյունքում պահաբաժինն օրեր շարունակ մնացել է առանց հսկողության:
Այնուհետև տնօրենի պաշտոնակատարի մեկ այլ հրամանով հիշյալ պահաբաժնի պահպանության պատասխանատվությունը ժամանակավորապես մեկ այլ անտառապահին հանձնելու կապակցությամբ ստեղծել է հանձնաժողով, սահմանվել է հանձնման-ընդունման ժամանակահատված՝ կրկին հրամանի կատարման հսկողությունը վերապահելով իրեն: Սակայն նա չի ապահովել հրամանի մասին պատշաճ ծանուցում նշված անտառապահին, հանձնում-ընդունում չի կատարվել և վերոհիշյալ պահաբաժինը շարունակել է մնալ առանց հսկողության: Արդյունքում 2021թ. դեկտեմբերից մինչև 2022թ. հունվար ընկած ժամանակահատվածում, առանց պահպանության մնացած նշված պահաբաժնից ապօրինի հատվել է 32 հատ տարբեր տեսակի թաց, կանգուն ծառ և տեղափոխել փայտանյութը՝ պետությանը պատճառելով խոշոր չափի՝ 2.217.500 ՀՀ դրամի գույքային վնաս:
Քննությամբ ձեռք բերված բավարար փաստական տվյալների հիման վրա «Դիլիջան ազգային պարկ» ՊՈԱԿ տնօրենի պաշտոնակատարին մեղադրանք է ներկայացվել պաշտոնեական անփութության համար և վարույթն իրականացնող մարմնի որոշմամբ վերջինիս նկատմամբ որպես խափանման միջոց է ընտրվել պաշտոնավարման կասեցումը։
Նախաքննությունն ավարտվել է, վարույթի նյութերը մեղադրական եզրակացությամբ ուղարկվել են հսկող դատախազին` այն հաստատելու և դատարան ուղարկելու միջնորդությամբ:
