Գործարար Ռուբեն Վարդանյանի Արցախ՝ մշտական բնակության տեղափոխվելու առաջին իսկ օրերից, հետո նաև Արցախի պետնախարար նշանակվելու պահից ի վեր Ադրբեջանը նրա անձի շուրջ իսկական հիստերիա է բարձրացրել: Պետական ամենաբարձր պաշտոնյայից՝ Ադրբեջանի նախագահ Իլհամ Ալիևից մինչև պետական ապարատի մյուս ներկայացուցիչներ նախ փորձում էին հասկանալ, թե ինչու է Ռուբեն Վարդանյանն Արցախ տեղափոխվել, հետո արդեն, թե ինչու է նման բարձր պաշտոնի նշանակվել, իսկ հիմա անգամ Ադրբեջանի արտաքին գործերի նախարար Ջեյհուն Բայրամովն ուղիղ տեքստով ասում է՝ Ռուբեն Վարդանյանը պետք է անհապաղ լքի Լեռնային Ղարաբաղը: Թե ինչով է պայմանավորված Վարդանյանի անձի նման թիրախավորումը, միայն գուշակել կարելի է, բայց առնվազն հարցեր է առաջացնում փորձագետների և քաղաքացիների մոտ:
Past.am-ը մեկնաբանություն խնդրեց քաղտեխնոլոգ Արմեն Բադալյանից: Նա թիրախավորումն ավելի խորքային համատեքստում է տեսնում: Կարծում է, որ երբ Ռուբեն Վարդանյանն իր ձեռքը վերցնի Արցախի կառավարման ողջ համակարգը, այն դուրս է բերելու Հայաստանի իշխանությունների վերահսկողությունից: «Հայաստանի իշխանություններն Ադրբեջանի իշխանությունների հետ համատեղ Արցախի հարցի վերաբերյալ իրականացնում են նույն քաղաքականությունը, այն է՝ Արցախը թողնել Ադրբեջանի կազմում: Այդ կոմպլեքսի մեջ Արցախի պետնախարարի անձն այդ ամբողջ ծրագիրը խափանում է: Եթե Արցախի կառավարման համակարգը ենթարկվի Ռուսաստանին, այդ դեպքում Արցախի հետ կապված հարցերով Ադրբեջանը ոչ թե պետք է բանակցի Հայաստանի իշխանությունների հետ, այլ Ռուսաստանի: Արցախի պետնախարարը խափանում է Արևմուտքի, Հայաստանի և Ադրբեջանի կողմից վարվող քաղաքականությունն Արցախի նկատմամբ: Արցախի նախագահը Հայաստանի իշխանությունների հսկողության տակ է, որևիցե քայլ ընդդեմ Ադրբեջանի չի անի, իսկ պետնախարարը ՀՀ իշխանությունների հսկողության տակ չէ: Նրա վրա Հայաստանի իշխանությունները որևէ լծակ չունեն, նա Հայաստանում ունի իր առանձին քաղաքական ուժը՝ «Ապրելու երկիրը», կարող է այն ստեղծել նաև Արցախում, անցկացնել ընտրություններ, ամրապնդել դիրքերը, իսկ դա նշանակում է, որ Ռուսաստանի ազդեցությունը ոչ միայն Արցախի խաղաղապահների, այլ նաև հայ բնակչության և կառավարման համակարգի վրա կուժեղանա: Սա Ադրբեջանը հասկանում է, դրա համար պահանջում է, որ նա հեռանա Արցախից»,-ընդգծում է Բադալյանը:
