Հայաստանի իշխանությունը կազմված է մեկ հոգուց, որը միակամ որոշումներ է կայացնում եւ հաշվետու չէ ոչ մեկի առաջ. քքած ունի ժողովուրդ, հասարակություն, պետական ինստիտուտներ եւ այլ հասկացությունների վրա։ Այս մասին իր հոդվածում գրել է «Այլընտրանքային նախագծեր խմբի» փորձագետ Վահե Հովհաննիսյանը:
«Երեկ երեկոյան Հայաստանը ֆուտբոլի գնդակ էր՝ ով ուր ուզեց տշեց։ Երեկ երեկոյան Մոսկվայից, Բաքվից, Փարիզից մեզ ասացին, որ եթե այսպես շարունակեք՝ վատ է լինելու։ Երեկ երեկոյան մեզ ստորացրին եւ սպառնացին։
Երեկ երեկոյան Լավրովը մեղադրեց մեզ բանակցություններից խուսափելու մեջ, ու մենք հանգիստ շարունակում ենք ապրել։ Երեկ երեկոյան Լավրովը հասկացրեց, որ խաղաղապահներին Ռուսաստանը կարող է հանել, եւ շարունակում ենք հանգիստ ապրել։ Երեկ երեկոյան Ալիեւը Մակրոնին ասաց, որ Հայաստանը շարունակում է օկուպացնել ադրբեջանական 8 գյուղ։ Ենթադրաբար՝ Տավուշի եւ Արարատի մարզերի գյուղերի մասին է։ Մենք էլի ոչինչ չենք լսում ու հետեւություն չենք անում։
Նման զարգացման պատճառը ակնհայտ է. Հայաստանի իշխանությունը կազմված է ՄԵԿ հոգուց, որը միակամ որոշումներ է կայացնում եւ հաշվետու չէ ոչ մեկի առաջ։ Թքած ունի ժողովուրդ, հասարակություն, պետական ինստիտուտներ եւ այլ հասկացությունների վրա։
Սա բերելու է հերթական աղետի։ Միակամ որոշումները ենթադրում են կոպիտ սխալների մեծ ռիսկ։
ՄԵԿ հոգին որոշում է ողջ պետության, մեր հայրենիքի, մեր ապագայի, մեր ընտանիքների ճակատագիրը։ Սա ծայրահեղ սուր խնդիր է։ Մենք ռումբի վրա նստած պետություն ենք։
Կառավարության վերջին նիստում արված հայտարարությունից պարզ դարձավ, որ մենք Ադրբեջանի եւ Թուրքիայից հետո այժմ առճակատման մեջ ենք մտնում Ռուսաստանի հետ։ Ոչ դիվանագիտական լեզվով, խողովակներով, դիվանագիտորեն ոչ ճիշտ ընտրված պահին Ռուսաստանի հանդեպ հնչեցված մեղադրանքները, հասկանալի է, անարձագանք չէին մնալու։ Իհարկե, հասարակության տարբեր շերտեր կոգեւորվեն, վերջնականապես «կգիտակցեն, որ մեղավորը ռուսներն են», ու այսպես ձեռք ձեռքի տված՝ կշարունակվի պոպուլիզմի հաղթարշավն ընդդեմ պետականության։
Ինչպես եւ սպասվում էր, չկա ընդդիմության ինստիտուցիոնալ պատասխանը կառավարության ղեկավարին, ու հանրությանը չի տրվում մտորելու համար այլընտրանքային դիրքորոշում։
Սա մի իշխանություն է, որը կարող է սեպտեմբերին Ջերմուկում պատերազմ ունենա եւ շատ մեծ թվով զոհեր, իսկ դեկտեմբերին կուսակցական քեֆ անի նույն վայրում։ Վաղն էլ նույնը կանի Տավուշում, Արարատում եւ այլուր։
Այս ֆոնին ավելի ակներեւ է դառնում իշխանության այլընտրանքի բացակայությունը։ Ստեղծվում է տպավորություն, որ այսօրվա ընդդիմադիր ձեւաչափերի միակ ֆունկցիան նախորդ 30 տարին արդարացնելն է։ Սա էլ է ինչ-որ իմաստով քաղաքական թիկնապահություն։
Հիմա շատ սուր կանգնած է անհատական պատասխանատվության եւ անհատական որոշումների հարցը։ Կոլեկտիվ անպատասխանատվությամբ գնալու ենք նոր աղետի։ Ամեն մեկը պետք է որոշում կայացնի՝ ինքն անո՞ւմ է քայլ, թե՞ համակերպվում է»,- գրել է նա։
