«Փաստ» օրաթերթը գրում է

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է լրացում կատարել կառավարության 2021 թ.-ի դեկտեմբերի 23-ի թիվ 2169-Լ որոշման մեջ: Ներկայացվող նախագիծը նպատակ ունի հստակեցնել այդ որոշմամբ սահմանված դրամական աջակցությունից պահումներ կատարելու վերաբերյալ սահմանափակումները: Որոշմամբ սահմանված է ընտանիքում 3-րդ և յուրաքանչյուր հաջորդ նոր ծնված երեխայի ծննդյան կապակցությամբ դրամական աջակցություն նշանակելու և վճարելու կարգը։ Գործող իրավակարգավորումներով կանոնակարգված է միայն սխալմամբ (ՀՀ օրենքի խախտմամբ) ավել վճարված դրամական աջակցության գումարները հետ գանձելուն առնչվող կարգավորումները։

Սակայն կարգավորված չէ դրամական աջակցության գումարների արգելադրմանը կամ բռնագանձմանն առնչվող հարաբերությունները։ Նախագծով առաջարկվում է սահմանել, որ ընտանիքում 3-րդ և յուրաքանչյուր հաջորդ երեխայի ծննդյան կապակցությամբ տրվող դրամական աջակցության գումարը չի կարող արգելադրվել (դրվել արգելանքի տակ), բռնագանձվել կամ հաշվանցվել հաճախորդի պարտավորությունների դիմաց: Ընդ որում, նախագծով առաջարկվում է հետադարձություն տալ առաջարկվող դրույթին՝ այն տարածելով խնդրո առարկա միջոցառման մեկնարկման ժամկետից։ Նախագիծն ընդունվելու դեպքում սա հստակ կամրագրվի:

«ՀՀ կառավարության 2021 թ.-ի դեկտեմբերի 23-ի թիվ 2169-Լ որոշման մեջ լրացում կատարելու մասին» որոշման նախագիծը բխում է կառավարության 2021-2026 թթ. ծրագրից, մասնավորաբար, ծրագրի 4.1-ին կետի համաձայն՝ ժողովրդագրական իրավիճակի բարելավման համատեքստում մշակվելու է օրենքի նախագիծ՝ հստակ ամրագրելով ծնունդների խրախուսումներն ու բազմազավակ ընտանիքներին տրամադրվող սոցիալական երաշխիքները, այդ թվում՝ ընտանիքներին 3-րդ և հաջորդ երեխաների համար մինչև 6 տարեկանը ամսական 50,000 դրամ ֆինանսական աջակցություն տրամադրելու ձևով:

Բացի դա, նախագիծն ընդունվելու դեպքում հնարավորություն կտրվի ծնողի ցանկությամբ փոխել աջակցությունը վճարող բանկը, կհստակեցվի դրամական աջակցություն ստանալու իրավունքի վերականգնումը այն դեպքում, երբ մի ծնողը հրաժարվել է իրեն նշանակված աջակցությունից։ Պետբյուջեում եկամուտների և ծախսերի ավելացում կամ նվազեցում չի նախատեսվում։
