Լաչինի միջանցքի հիմնական պատասխանատուն Ռուսաստանի Դաշնությունն է: «Արմենպրես»-ի հաղորդմամբ՝ այս մասին շեշտեց ՀՀ անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանն ԱԺ արտահերթ նիստում Արտաքին հետախուզական ծառայության ստեղծման մասին օրենսդրական փաթեթի քննարկմանը՝ անդրադառնալով ընդդիմադիր «Հայաստան» խմբակցության քարտուղար Արծվիկ Մինասյանի հարցին:
Մինասյանը հիշեցրեց կառավարության ծրագրում ընդգծված է՝ ՀՀ-ն շարունակելու է լինել Արցախի ժողովրդի անվտանգության երաշխավորը: Նա հետաքրքրվեց՝ որո՞նք են գործողությունները, որոնցով Արտաքին հետախուզական ծառայությունը պետք է ապահովի կամ նպաստի այդ և այլ նպատակների իրականացմանը:
«Արտաքին հետախուզական ծառայության ստեղծման հիմնական նպատակներից մեկն այն է, որ այս ծառայությունը կարողանա ՀՀ շուրջ ստեղծված անվտանգության վերաբերյալ հայթայթել ինֆորմացիա, նույնիսկ հայթայթի այնպիսի ինֆորմացիա, որը հրապարակային հայտնի չէ: Եվ դրանց հիման վրա վերլուծություն կատարի՝ անվտանգության միջավայրի վերաբերյալ և տեղեկատվություն տրամադրի վարչապետին, որի հիման վրա պետք է որոշումներ կայացվեն: Այդ ինֆորմացիան վերաբերելու է նաև Հայաստանի անվտանգության միջավայրին, որտեղ Արցախը ևս կարևոր դերակատարություն ունի»,-ասաց Գրիգորյանը:
Պատգամավորը հարցը հստակեցրեց՝ կոնկրետ ի՞նչ գործողություններով պետք է, օրինակ, այսօր Լաչինի միջանցքի հարցը լուծեն:
«Լաչինի միջանցքի պատասխանատուն Ռուսաստանի Դաշնությունն է: Նոյեմբերի 9-ի հայտարարությունով Լաչինի միջանցքի պատասխանատվությունը հանձնվել է ՌԴ-ին: Եվ ես ուզում եմ ընդդիմությունից լսել հարցադրումներ նաև այս ուղղությամբ, քանի որ Լաչինի միջանցքի հիմնական պատասխանատուն հանդիսանում է ՌԴ-ն»,-պատասխանեց Գրիգորյանը:
Իսկ ինչ վերաբերում է ստեղծվելիք ծառայությանը՝ այն պետք է ինֆորմացիա հայթայթի ու վերլուծություն տրամադրի: Հիմնական գործողություններն այդ ծառայությունը չի կատարելու, կատարումն այլ ծառայությունների վրա է:
