«Փաստ» օրաթերթը գրում է

ԱԳՆ-ն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության` «Անձի քաղաքացիության վերաբերյալ տեղեկություն ստանալու կարգը սահմանելու մասին» № 1154-Ն որոշման մեջ, մասնավորաբար, հստակեցնել տեղեկանքի բովանդակությունը՝ «ՀՀ քաղաքացի չհանդիսանալու» ձևակերպման մասով, ապահովելով միասնական վարչարարություն և դյուրացնել անձի՝ ՀՀ քաղաքացիության մասին տեղեկանքի ստացման գործընթացը: Ներկայում անձի՝ ՀՀ քաղաքացի չհանդիսանալու հստակ ձևակերպմամբ տեղեկանք չի տրամադրվում, գործող կարգի համաձայն, հնարավոր չէ տեղեկանքը ստանալ առցանց եղանակով, անհրաժեշտ է ՀՀ-ում գտնվելու դեպքում դիմել ոստիկանության անձնագրային և վիզաների վարչություն, իսկ օտարերկրյա պետություններում՝ ՀՀ դիվանագիտական ծառայության մարմիններ։

ՀՀ-ն ունի 46 դեսպանություն և 10 հյուպատոսական հիմնարկ ու հյուպատոսական կետ, որոնք գործում են աշխարհի 42 երկրում։ Դրանք ՀՀ քաղաքացիների համար ողջ աշխարհում ապահովում են «հյուպատոսական ծածկույթ», սակայն բազմաթիվ երկրներում հյուպատոսական ծառայությունները քաղաքացիների համար հասանելի չեն։ Բացի այդ, գործող կարգով սահմանված է պատասխանի երկու հնարավոր տարբերակ, որոնք չեն ծածկում գործնականում հանդիպող բոլոր դեպքերը։ Անձի ՀՀ քաղաքացիության մասին տեղեկանքը պահանջված է հատկապես օտարերկրյա պետություններում բնակվող քաղաքացիների շրջանում, և անհրաժեշտ է լինում առավելապես օտարերկրյա պետություններում կացության կարգավիճակ ձեռք բերելու, տվյալ երկրի քաղաքացիություն ստանալու և այլ գործընթացների շրջանակներում։

Այս իմաստով տեղեկանքի բովանդակությունը ձևափոխելու ռիսկը մեծ է, հատկապես այն դեպքերում, երբ անձը ՀՀ քաղաքացի է, սակայն տվյալ երկրի օրենսդրության համաձայն քաղաքացիություն ստանալու համար անհրաժեշտ է, որ նա չհանդիսանա այլ պետության քաղաքացի։ Իրենց անհրաժեշտ բովանդակությամբ տեղեկանք ստանալու ցանկությունը քաղաքացիներին դրդում է միջնորդների միջոցով կատարվող կեղծ գործարքների։ Հաճախ կեղծվում են անձի ՀՀ քաղաքացիության մասին տեղեկանքները։

Այս պարագայում տեղեկանքի իսկությունը www.e-verify.am կայքի և QR կոդի միջոցով ստուգելու հնարավորության ստեղծումը կանխարգելիչ միջոց կդառնա հնարավոր կեղծիքների դեմ։ Նախագծի ընդունման դեպքում ԱԳՆ-ն կկարողանա աշխարհի ցանկացած վայրում գտնվող ՀՀ քաղաքացիներին տրամադրել ՀՀ քաղաքացիության մասին երկլեզու տեղեկանք՝ դրանց փոխանցումն իրականացնելով փոստի միջոցով։ Քաղաքացիները հնարավորություն կունենան այդ տեղեկանքի համար դիմել առցանց և այն ստանալ փոստի միջոցով։
