«Փաստ» օրաթերթը գրում է

Օրերս կառավարության կողմից ընդունվեց, այնուհետև խորհրդարանում արտահեթ ռեժիմով հաստատվեց Արտաքին հետախուզական ծառայություն ստեղծելու մասին իշխանությունների նոր նախաձեռնությունը։ «Փաստ» թերթի տեղեկություններով, ՔՊ-ում մոտեցումներն այս հարցի վերաբերյալ այնքան էլ միանշանակ չեն։ Նախնական տեղեկությունների համաձայն, նախատեսվում է ստեղծվելիք կառույցում բավական բարձր աշխատավարձեր սահմանել, պարգևավճարներ տրամադրել, ինչը, տրամաբանական է, հանգեցնելու է պետբյուջեից լրացուցիչ միջոցների հատկացման անհրաժեշտությանը, սակայն նախագծում փաստացի չի նշվում, թե ինչ գումարներով է այդ ամենն իրականացվելու։

Բացի դրանից, առաջին ընթերցմամբ ընդունված նախագծում բացակայում են այդ ծառայության ստեղծման ու պահպանման նպատակով անհրաժեշտ ծախսերի վերաբերյալ կոնկրետ հաշվարկներով հիմնավորված ֆինանսական գնահատականները։ Ըստ էության, իշխանությունների կողմից ներկայացվել է մի նախագիծ, որտեղ բացակայում է դրա ստեղծման հիմք հանդիսացած հետազոտությունների, վերլուծությունների արդյունքները, ինչպես նաև միջազգային փորձի փաստացի վերլուծությունը: Բացի դրանից, դեռևս հստակեցված չէ, թե կառուցվածքային ինչ ստորաբաժանումներից է այն կազմված լինելու և կադրային ինչ բաշխվածությամբ։ Այլ կերպ ասած՝ իշխանություններն իրենց բնորոշ ձևով հերթական փնթի նախաձեռնությունն են կյանքի կոչում։
