Լաչինի միջանցքը մնում է ամբողջովին փակ, որևէ փոփոխություն չկա, որոշակի դրական միտում կա զուտ բանակցությունների ընթացքից: Ինչպես տեղեկացնում է «Արմենպրես»-ը, դեկտեմբերի 16-ին լրագրողների հետ զրույցում այս մասին նշեց Արցախի պետնախարարի խորհրդական, Արցախի մարդու իրավունքների նախկին պաշտպան Արտակ Բեգլարյանը, ով ՄԱԿ-ի գրասենյակի դիմաց դեկտեմբերի 14-ից նստացույց է անցկացնում:

«Այսինքն՝ հույս կա, որ կարող է բացվել, բայց մենք չենք կարող ասել, թե ինչ կլինի, ադրբեջանական կողմին վստահելու ոչ մի հիմք չունենք: Գազամատակարարումը վերականգնվել է առանց որևէ  զիջման, ուղղակի միջազգային ճնշման արդյունքում: Արցախի արգելափակումը և գազամատակարարման դադարեցումը բավական մեծ միջազգային ռեզոնանս է առաջացրել: Եվ ռուսական կողմն է աշխատում այդ ուղղությամբ, և տարբեր միջազգային կառույցներ, այդ թվում՝ ՄԱԿ-ը: Նաև ՄԱԿ-ի գլխավոր քարտուղարի  հայտարարությունն էր ճնշման միջոց: ԱՄՆ-ն, Ֆրանսիան, ԵՄ-ն հայտարարություններով հանդես են եկել, նաև տեղյակ եմ, որ ներքին ճնշում էլ կա: Նաև ՄԻԵԴ-ի որոշումը կա, որը մինչև երկուշաբթի ժամանակ է տվել Ադրբեջանին՝ տեղեկություններ տալու, թե ինչ է կատարել Ադրբեջանը մարդու իրավունքների այս խախտումները վերացնելու ուղղությամբ: Սա ճնշման ձեւերից մեկն է»,-ասաց  Բեգլարյանը:

Արցախի պետնախարարի խորհրդականը արցախահայության անվտանգության համար անհրաժեշտ է համարում նաև երկարաժամկետ երաշխիքներ ստանալը՝ նմանատիպ դեպքերի  կանխման նպատակով:

«Պետք է հստակ լինի, որ Ադրբեջանն այսուհետ բարձր գին է վճարելու նմանատիպ ահաբեկչական, ցեղասպանական ակտեր կատարելու համար, և այդ գինը պետք է պատժի տեսքով լինի: Կարևոր է, որ ՄԱԿ-ի անվտանգության խորհուրդը հստակ հանձնառություն ստանձնի՝ մանդատ տրամադրելով, թե ինչ  երաշխիքներ են առկա անվտանգության համար: Դա կարող են լինել ռուս խաղաղապահներ, բազմազգ խաղաղապահներ: Կարևորը ՄԱԿ-ի ԱԽ-ի կողմից տրված մանդատն է, և կարևոր է, որ ՄԱԿ-ի մասնագիտացված կառույցները մշտական ներկայացվածություն ունենան Արցախում: Դա կարող են լինել ՅՈՒՆԵՍԿՕ-ն, արագ արձագանքման խմբեր, ՄԱԿ-ի մարդու իրավունքների բարձր հանձնակատարի ներկայացուցիչը: Կարող են դերակատարներ լինել ԵՄ-ն, Ֆրանսիան, ԱՄՆ-ն, մեզ համար կարեւոր է, որ կոնսենսուս լինի Արցախի ժողովրդի անվտանգության, իրավունքների երաշխավորման հարցում: Նաեւ միջազգայնորեն երաշխավորված երկարաժամկետ պրոցես լինի հակամարտության կարգավորման և Արցախի ճանաչման ուղղությամբ»,-ասաց Բեգլարյանը:

Հարցին, թե ինչ պատասխան են տվել ՄԱԿ-ի ԱԽ անդամ երկրների դեսպանատները իրենց դիմումներին, նամակներին, Արտակ Բեգլարյանը պատասխանեց, որ որեւէ պատասխան չկա. «Այդքան լիահույս էլ չէինք, որ իրենց կողմից պատասխաններ կլինեն»,- եզրափակեց Բեգլարյանը:
