Վազգեն Մանուկյանի կոչը ժողովրդին.
«Սիրելի՛ հայրենակիցներ,
Մեր պետության, ժողովրդի գոյության առջև այժմ կանգնած է ոխերիմ թշնամի՝ Ադրբեջանը։
Տասնյակ տարիներ այդ ժողովրդին քարոզվել է ատելություն և արհամարհանք մեր հանդեպ։ Բոլոր ռազմական գործողությունների ժամանակ նրանք այդ ատելությունը ցուցաբերել են մեր զինվորների, գերիների, խաղաղ բնակչության նկատմամբ՝ կատարելով անմարդկային վայրագություններ։
Ադրբեջանի պայքարը միայն Արցախն Ադրբեջանի կազմ մտցնելու քաղաքական պայքար չէ։ Այդ պայքարն ուղղված է մեր պետության, մեր ժողովրդի դեմ, և ատելության քարոզչությունը, Սևանը, Երևանը գրավելու իրենց նպատակները չեն դադարել անգամ 44-օրյա պատերազմում ունեցած հաջողություններից հետո։
Եվ հիմա ինչ փաստաթուղթ էլ ստորագրվի (ինչպես որ ստորագրվել ու խախտվել է նոյեմբերի 9-ի կապիտուլյացիայի փաստաթուղթը), ինչ պայմանավորվածության էլ գանք, դա ընդամենը ժամանակավոր դադար է լինելու Ադրբեջանի համար, որպեսզի նրանք ևս մի քայլ անեն իրենց նպատակների ուղղությամբ։
Այդ ատելությունն աճելու է նաև Ադրբեջանում ներքին խնդիրների, իշխանության ներքին պայքարների ընթացքում։ Հակադրվող ուժերը մրցելու են միմյանց դեմ՝ միավորներ շահելով այդ ատելությունը ցուցադրելու հաշվին։
Ատելության դեմ միակ համարժեք պայքարն ատելությունն է և ուժի ցուցադրումը։ Կվախենան, կհանդիպեն դիմադրության՝ կհանդարտվեն։
Վերջիվերջո իրենք են մորթել ու գլխատել մեր զինվորներին ու խաղաղ բնակիչներին, անդամահատել մեր կանանց, գնդակահարել մեր գերիներին։ Ո՞նց կարող է դա մեզ մոտ չբերել ատելության և գոնե բնազդային ձգտման պաշտպանելու մեր երկիրն ու ժողովրդին։
Իհարկե մեր կողմից պետք է լինի քաղաքական պայքար, խելոք վերլուծություններ, համագործակցություն մեր դաշնակիցների հետ, միջազգային հարթակի ակտիվ օգտագործում։ Բայց եթե չկա գիտակցում, որ մեր դեմ կանգնած է մեզ ատող և հետևողականորեն մեզ ոչնչացնելու ձգտող թշնամի, մենք ոչ մի բանի չենք հասնի, հատկապես այս պայմաններում, երբ աշխարհը մտել է մի նոր վիճակի մեջ, որտեղ միջազգային օրենքներն ու պայմանավորվածություններն արդեն սկսում են չաշխատել։
Այն իշխանությունը, որը չկարողանա ցույց տալ ուժ, ապահովել միասնական կամք թշնամու դեմ և այդ դիրքերից խոսել աշխարհի հետ, երկիրը կտանի կործանման։
Մեր ժողովրդի մի մասն ատում է Ռուսաստանին, մի մասն ատում է Արևմուտքին, բոլորն ատում են իրար։
Սիրելի՛ ժողովուրդ,
Եթե այդ ողջ ատելությունն ուղղվի ոչ թե թվացյալ, այլ մեր իրական թշնամու դեմ, ապա կլինի և՛ միասնություն, և՛ ուժ, և՛ հաղթանակ»։
