Կրթության, գիտության, մշակույթի և սպորտի արդեն նախկին նախարար Վահրամ Դումանյանը հայտարարությամբ է հանդես եկել, որում ասվում է․

«Հարգելի՛ հայրենակիցներ,

երկու տարի առաջ ընդունելով Կրթության, գիտության, մշակույթի և սպորտի նախարարի պաշտոնը ստանձնելու առաջարկը՝ ես առաջնորդվել եմ մեր պետականությանը և հայրենիքին ծառայելու անշահախնդիր մղումով: Այդ ծանրագույն ժամանակում՝ 44-օրյա պատերազմից հետո, գլխավորելով ԿԳՄՍ գերատեսչությունը՝ առաջին իսկ պահից հայտարարել եմ, որ եթե անգամ մեկ օր, մեկ շաբաթ, մեկ ամիս լինեմ նախարար, ապա իմ ուժերի, կարողությունների և լիազորությունների շրջանակում անելու եմ ամենայն հնարավորը՝ ԿԳՄՍՆ ոլորտներում առկա խնդիրներին լուծման ընթացք տալու և երկրում առկա բարոյահոգեբանական մթնոլորտը փոխելու համար:

Անվիճարկելի է, որ բազմաթիվ ու բազմաբնույթ են այդ խնդիրները: Եվ, հիրավի, իմ աշխատանքային երկու տարիների ընթացքում ԿԳՄՍ նախարարությունը դիմակայել է մի շարք մարտահրավերների, հանգուցալուծվել են բազում ճգնաժամային իրավիճակներ, լուծվել են էական խնդիրներ, իսկ ամենակարևորը՝ կասեցվել է գերատեսչական ոլորտների հետագա անկումը, և դրվել են զարգացման հիմքերը:

Իհարկե, դեռևս առկա են բազմաթիվ չլուծված խնդիրներ և հարցեր, ի հայտ են գալիս նոր մարտահրավերներ: Սակայն, համոզված եմ՝ Կրթության, գիտության, մշակույթի և սպորտի նախարարությունը շարունակելու է բարեփոխումների ընթացքը՝ ի շահ կրթության որակի բարելավման, մշակութային ժառանգության պահպանման և հանրահռչակման, գիտական նոր նվաճումների, արվեստում և մարզական ասպարեզում նոր հաջողությունների արձանագրման:

ԿԳՄՍ նախարարի պաշտոնն ինձ վստահելու և ընձեռած հնարավորության համար ցանկանում եմ շնորհակալություն հայտնել ՀՀ վարչապետ Նիկոլ Փաշինյանին: Շնորհակալություն եմ հայտնում նաև Կառավարության իմ գործընկերներին, ԿԳՄՍՆ ու նրա ենթակայությամբ գործող կոմիտեների անձնակազմերին՝ համատեղ անցած ճանապարհի և տքնաջան աշխատանքի համար, ինչպես նաև ԿԳՄՍՆ ոլորտներում գործող կազմակերպություններին ու անհատներին՝ լրջագույն հարցերի լուծման ընթացքում ցուցաբերած աջակցության համար:

Հարգելի՛ հայրենակիցներ,

ինչ վերաբերում է իմ հետագա գործունեությանը, ապա ինչպես անցյալում, այնպես էլ առաջիկայում իմ աշխատանքով, հնարավորություններիս սահմաններում իմ նպաստն եմ բերելու մեր պետականության հիմքերն ամրացնելու, ուժեղ, հզոր ու բարեկեցիկ Հայաստանի Հանրապետություն կերտելու գործին»:

Հիշեցնենք, որ նախագահի դեկտեմբերի 12-ի հրամանագրով Վահրամ Դումանյանն ազատվել է Կրթության, գիտության, մշակույթի և սպորտի արդեն նախարարի պաշտոնից։ Ավելի վաղ հայտնել էինք, որ Դումանյանը պաշտոնից ազատման դիմում է ներկայացրել։
