Գերմանիան եւ Նիդեռլանդները ԵՄ-ում գազի գների սահմանափակման կարմիր գծեր են սահմանել

Եվրամիության վեց երկրներ, այդ թվում՝ Գերմանիան եւ Նիդեռլանդները, զգուշացրել են, որ գազի գների շեմի մակարդակը կսահմանափակվի, հայտնում է Reuters-ը՝ հղում անելով ԵՄ-ում երկրների դեսպանների նամակին։
Մի խումբ երկրներ, որոնց թվում են նաեւ Ավստրիան, Դանիան, Էստոնիան եւ Լյուքսեմբուրգը, իրենց կարմիր գծերն են սահմանել ողջ ԵՄ-ում գազի գների առաջարկվող շեմի համար, որը երկրները ցանկանում են հաստատել դեկտեմբերի 13-ին Բրյուսելում էներգետիկայի նախարարների հանդիպման ժամանակ:
«Մեզ մտահոգում է թվերի նվազեցումը։ [Գազի գնի վերին շեմի] մակարդակը եւ ձգանները չեն կարող իջեցվել կամ փոխարինվել որեւէ այլ բանով»,- ասել են վեց երկրների դեսպանները։
Վեց երկրները թերահավատորեն են վերաբերվում գների սահմանափակմանը, քանի որ նախազգուշացնում են, որ դա կխախտի եվրոպական էներգետիկ շուկայի գործունեությունը եւ կդժվարացնի վառելիքի գնումը, եթե գազի մատակարարները բեռները ուղղեն դեպի այն տարածաշրջաններ, որտեղ գները սահմանափակված չեն:
Անցյալ ամիս Եվրահանձնաժողովն առաջարկել է առավելագույն գին, որն ուժի մեջ կմտնի, եթե TTF-ի առաջին ամսվա համար 275 եվրո/ՄՎտ/ժ պայմանագիրն ընդունվի երկու շաբաթվա ընթացքում, ինչպես նաեւ 58 եվրոյով ավելի բարձր լինի հեղուկ բնական գազի (LNG) 10 օրվա գնից:
Բելգիան, Իտալիան, Լեհաստանը եւ Հունաստանը այն երկրներից են, որոնք ասում են, որ գնային առավելագույն շեմը անհրաժեշտ է բարձր գներից իրենց տնտեսությունները պաշտպանելու համար: Նրանք ցանկանում են շատ ավելի ցածր գնի սահմանաչափ, քան առաջարկել է հանձնաժողովը:
ԵՄ երկրները բանակցություններ են վարում այս առաջարկի շուրջ եւ արդեն քայլեր են ձեռնարկել գների շեմը նվազեցնելու ուղղությամբ: Քննարկվող վերջին փոխզիջումը 220 եվրո/ՄՎտ/ժ սահմանաչափն է՝ դրա մեկնարկի համար ավելի քիչ խիստ պայմաններով, ասվում է փաստաթղթում, որին ծանոթացել է Reuters-ը, թեեւ սպասվում է, որ այն կվերանայվի մինչեւ գործարքի կնքումը:
Գերմանիան եւ մյուս թերահավատները, որոնք սահմանափակումների կողմնակից են, նաեւ պահանջել են ավելի ուժեղ երաշխիքներ, եթե գների սահմանափակումը չնախատեսված հետեւանքներ առաջացնի, որոնք, ինչպես զգուշացնում են գազի շուկայի մասնակիցները, կարող են լուրջ լինել:
Նրանք առաջարկել են «կարմիր լույսի չափանիշներ», որոնք ավտոմատ կերպով կդադարեցնեն գների սահմանափակումը արտակարգ իրավիճակի դեպքում, օրինակ, եթե Եվրոպայում գազի պահանջարկը կտրուկ բարձրանա: ԵՄ նախնական առաջարկի համաձայն՝ միայն հանձնաժողովը կարող էր կասեցնել սահմանափակումը:
