«Փաստ» օրաթերթը գրում է

Կառավարության 2021-2026 թթ. գործունեության միջոցառումների ծրագրի՝ «Աշխատանքի և սոցիալական հարցերի նախարարություն» բաժնի 19.1-ին կետով նախատեսված է, որ փոփոխություններ են կատարվելու կառավարության 2015 թ.-ի դեկտեմբերի 29-ի N 1566-Ն որոշման մեջ՝ սահմանելով խնամքի նպաստի նոր չափեր։ Մինչև երկու տարեկան երեխայի խնամքի նպաստի գործող չափը, ինչպես գյուղաբնակ, այնպես էլ խնամքի արձակուրդում գտնվող ծնողի դեպքում սահմանված է 28600 դրամ։ Որպես կառավարության 2021-2026 թթ. գործունեության միջոցառումների ծրագրային դրույթ, նախատեսվում է սահմանել խնամքի նպաստի նոր չափ։

Բացի դա, 2022 թ.-ի հոկտեմբերի 26-ին 2-րդ ընթերցմամբ և ամբողջությամբ ընդունվեց ««Պետական նպաստների մասին» օրենքում լրացումներ և փոփոխություններ կատարելու մասին» օրենքը, որի համաձայն՝ վերանայվեց խնամքի նպաստի գործող համակարգը և սահմանվեցին նոր պայմաններ։ Մասնավորաբար, սահմանվեց, որ 2023 թ.-ի հունվարի 1-ին և դրանից հետո ծնված երեխային խնամելու կապակցությամբ խնամքի արձակուրդում գտնվող ծնողին խնամքի նպաստի չափը սահմանելու է կառավարությունը:

Համաձայն ներկայացված նախագծի, առաջարկվում է 2023 թ. հունվարի 1-ից մինչև 2 տարեկան երեխայի խնամքի նպաստի չափը սահմանել՝ 1. մինչև 2023 թ.-ի հունվարի 1-ը ծնված երեխային խնամելու կապակցությամբ խնամքի արձակուրդում գտնվող կամ գյուղաբնակ ծնողի համար՝ 31600 դրամ (գործող՝ 28600 դրամի փոխարեն), 2. 2023 թ.-ի հունվարի 1-ին և դրանից հետո ծնված երեխային խնամելու կապակցությամբ խնամքի արձակուրդում չգտնվող ծնողի համար՝ 31600 դրամ, 3. 2023 թ.-ի հունվարի 1-ին և դրանից հետո ծնված երեխային խնամելու կապակցությամբ խնամքի արձակուրդում գտնվող ծնողի համար խնամքի նպաստի չափը հաշվարկել «Նվազագույն ամսական աշխատավարձի մասին» ՀՀ օրենքի 1-ին հոդվածով սահմանված չափի 50 տոկոսից։ Հաշվի առնելով, որ 2023 թ.-ի հունվարի 1-ից նախատեսվում է նվազագույն աշխատավարձը սահմանել 75000 դրամ, ապա խնամքի նպաստի չափը նախագիծն ընդունվելու դեպքում կկազմի 37500 դրամ։
