Բազմաբնակարան շենքերի կառավարման օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագծի շրջանակներում քննարկվում էր բազմաբնակարան շենքերի կառավարումը որպես մասնագիտացված գործունեության տեսակ դիտարկելու համար անհրաժեշտ իրավական, օրենսդրական խնդիրների ստեղծման հարցը։ Քննարկման ժամանակ «Հայաստան» խմբակցության պատգամավոր Գեղամ Նազարյանը հարց ուղղեց իշխանական պատգամավոր, տարածքային կառավարման, տեղական ինքնակառավարման, գյուղատնտեսության և շրջակա միջավայրի պահպանության հարցերի մշտական հանձնաժողովի անդամ Լիլիթ Կիրակոսյանին։
«Գործող համատիրության ղեկավարին տանելու են կուրսերի, հետո ասեն՝ շարունակի՞, կամ եթե առանձին վերցրած շենք է և ունի կառավարման խորհրդի իր նախագահը, իրեն պարտադրելո՞ւ են, որ գնա այդ կուրսերին, ո՞վ է անցկացնելու այդ կուրսերը, բյուջեից ինչքա՞ն փող են հատկացնելու, այդ կուրսերին մասնակցելու համար հատուկ չափորոշիչներ կա՞ն, ով կարող է մասնակցել, այս հարցերը քննարկե՞լ եք հանձնաժողովում։ Ի վերջո գործնական հարթության վրա պատկերացրել եք՝ դա ինչ է և քննարկվե՞լ է հարցը համատիրությունների հետ»,- ասաց Նազարյանը։
Ի պատասխան՝ իշխանական պատգամավորը նշեց․
«Եթե ես չեմ սխալվում, Ձեր խմբակցությունից 3-4 հոգի ներկայացված են մեր հանձնաժողովում և նաև Դուք եք տեղեկացված եղել, որ նման քննարկում է գնում, բարի լինեիք ներկա լինեիք և այս հարցերը, որոնց պատասխանները հատկացված 45 վայրկյանի ընթացքում տալ հնարավոր չէ, բարձրացնեիք հանձնաժողովում և ստանայիք պատասխանները։ Ինչ վերաբերում է մասնագիտական որակավորումներին, ապա դրանք սահմանելու է կառավարությունը, ձեր նշած հարցերը քննարկվել են, կարող եք հանձնաժողովի նիստը նայել»։
Արձագանքելով՝ Գեղամ Նազարյանը նշեց․
«Դե այս դեպքում բարի չենք գտնվել, չար ենք գտնվել, բայց դա հարցի էությունը չի փոխում, ես չեմ եկել նիստին, ուզում եմ այդ հարցերի պատասխանները ստանալ։ Ես ուզում եմ իմանալ՝ բյուջեից հերթական գումա՞րն եք դուրս գրելու, որ ինչ-որ դասընթաց անենք, թե՞ իսկապես հարց ենք լուծելու»։
Լիլիթ Կիրակոսյանն էլ ասաց, որ քննարկվել են նշված հարցերը։
