«Արցախի հարցում իշխանության ռազմավարությունը
Ակնհայտ է, որ Հայաստանի իշխանության թիվ մեկ նպատակը ամեն գնով իշխանություն պահելն է: Սա նորմալ է ցանկացած իշխանության համար, որը հարյուրավոր կարմիր գծեր է հատել: Արցախի հարցում Հայաստանի իշխանության դիրքորոշումը հետևյալն է. «Մոսկվա ջան, ինձ Արցախը պետք չէ, եթե քեզ պետք է, դու պահիր» (դրա համար է խոսվում Արցախի համար Ադրբեջանի կազմից դուրս այլ կարգավիճակի անհնարինության մասին):
Հաջորդը շատ կարևոր նրբություն է: Իշխանությանն անհրաժեշտ է, որ արցախցիները մնան Արցախում (դրա համար են խոսում Արցախի բնակչության անվտանգության մասին):
Սրանով իշխանությունը երեք հարց է լուծում:
1. Հիմքեր է տալիս Մոսկվային Արցախում խաղաղապահ պահելու համար,
2. Չի վերցնում իր վրա սոցիալական լրացուցիչ պարտավորություն՝ 100.000 արցախցու Հայաստանում «տեղավորելու» տեսանկյունից:
3. Լրացուցիչ 100.000-անոց ռիսկ չի ստեղծում իր իշխանության անվտանգության համար:
