Չեմ հավատում, որ ճանապարհը փակածները բնապահպաններ են եղել, եթե իրենք դեռ երկու շաբաթ առաջ անհանգստություն են ունեցել, որ այդտեղով զենք-զինամթերք է տեղափոխվել, ապա այդ հարցերը իրենք պետք է ճշգրտեն խաղաղապահ ուժերի հետ։ Այս մասին լրագրողների հետ ճեպազրույցի ընթացքում ասաց ԱԺ «Քաղաքացիական պայմանագիր» խմբակցության պատգամավոր Հովիկ Աղազարյանը՝ անդրադառնալով դեկտեմբերի 3-ին մի խումբ ադրբեջանցիների կողմից Արցախը Հայաստանին կապող մայրուղին մի քանի ժամով փակելուն:

«Պետք է նկատել, որ նմանատիպ միջադեպեր, սադրանքներ կլինեն՝ նպատակ ունենալով անհարմարություններ ստեղծել մեր հայրենակիցների համար և հայաթափել Արցախը: Հետևաբար նման սադրանքներին պետք է սառնասրտորեն մոտենանք և տանք համապատասխան արձագանք։ Մինչև միջազգայնորեն չլուծվի Արցախի ժողովրդի ինքնորոշման իրավունքի իրացման հարցը, այդ միջադեպերը լինելու են։ Այն ժամանակ էլ, երբ ապրում էին հարևանությամբ, նմանատիպ միջադեպեր լինում էին, ես շատ էի Արցախ գնում, գիտեմ, հիմա կոնֆլիկտները ավելի տաքացած վիճակում են։ Չպետք է երանգավորել այս հարցը, որ ինչ-որ արտառոց բան է եղել»,- ասաց Աղազարյանը։

Անդրադառնալով արտահերթ նիստով ընդդիմության ներկայացրած փաստաթուղթը իշխող խմբակցության կողմից չընդունելուն՝ Աղազարյանը նշեց․

«Այնտեղ կային ձևակերպումներ, որոնք խորհրդարանի մակարդակով ամրագրելու  դեպքում բանակցային գործընթացում անհարմարություններ կստեղծեին։ Եթե այդ փաստաթուղթը կարճ ձևակերպենք, կնշանակեր, որ ՀՀ ԱԺ-ն ճանաչում է Արցախի Հանրապետության անկախությունը, դրանք գրեթե համարժեք բաներ էին, ճիշտ չէ, որ այսօր ՀՀ-ն ճանաչի Արցախի Հանրապետության անկախությունը»։

Ինչ վերաբերվում է ԱԺ-ում իր այն ելույթին, որտեղ հնչեցրել էր այն միտքը, թե Հայաստանը, ստորագրելով զինադադարի պայմանագիրը, միջազգային հանրության աչքում դարձել է օկուպանտ, Աղազարյանը պարզաբանեց․

«Ես այն ժամանակ շարքային մակարդակով մասնակցել եմ գործընթացներին և երբ սկսվեց Արցախյան շարժումը, որը հետագայում կոնֆլիտի վերածվեց Ադրբեջանի իշխանությունների ու մեր հայրենակիցների միջև, Արցախի ժողովուրդը ոտքի կանգնեց և պաշտպանեց իր իրավունքը։ Արցախի ժողովուրդը իր համար ստեղծեց անվտանգության գոտի կամ հայտնի 7 շրջանները, բայց դա չպետք է ներկայացնել որպես ՀՀ-ի պետական քաղաքականություն։ Աշխարհը առաջնորդվում է երկու սկզբունքով՝ տարածքային  ամբողջականություն և սահմանների անձեռնմխելիություն, երբ ՀՀ-ն զինադադարը ստորագրեց որպես կողմ, իսկ Արցախը հետագայում դուրս եկավ բանակցային գործընթացից, մենք կանգնեցինք լուրջ խնդիրների առաջ»։
