«Փաստ» օրաթերթը գրում է

Ոստիկանության և ԱԺ պատգամավոր Հայկ Սարգսյանի կողմից մշակվել և հանրային քննարկման են ներկայացվել համատեղ նախագծեր` «Ոստիկանության մասին» օրենքում լրացում կատարելու նպատակով: Փոփոխություններ են նախատեսվում այլ օրենքներում ևս: Նշվում է, որ նախագծերի ընդունման արդյունքում կամրապնդվի ոստիկանության փոխհամագործակցությունը տնտեսվարող սուբյեկտների հետ, ինչն էլ կնպաստի հանցագործությունների կանխարգելմանը, դրանց արագ արձագանքմանն ու բացահայտմանը, կբարձրացնի աշխատանքի արագությունն ու արդյունավետությունը, իսկ ընդունման անհրաժեշտությունը պայմանավորված է ՀՀ-ում օպերատիվ իրավիճակի կայունացմամբ, հանցագործությունների կանխարգելմամբ, հանցագործությունների և վարչական իրավախախտումների հայտնաբերմամբ։

Նշվում է, որ Երևանում տեղի ունեցած հանցագործությունների բացահայտման ժամանակ շատ հաճախ ոստիկանությունն օգտվում է ավտոկայանատեղիները հսկող տեսախցիկներից։ Այդ տեսախցիկների տեսաձայնագրություններին հետևելու համար ամեն անգամ անհրաժեշտ է լինում համակարգը սպասարկող ընկերության աշխատակիցների թույլտվությունն ու ներկայությունը, որը բարդացնում է գործընթացը` հանգեցնելով լրացուցիչ երկար ժամանակի կորստի, ինչն անհնարին է դարձնում «տաք հետքերով» գործի բացահայտումը։ Խնդիրն առավել ընդգծվում է գիշերային ժամերին կամ ոչ աշխատանքային օրերին տեղի ունեցած հանցագործությունների դեպքում, երբ տեսախցիկները դիտելու համար ոստիկանները ստիպված են լինում սպասել աշխատանքային օրերին և ժամերին։

Փրկարար ծառայության ճգնաժամային կառավարման ազգային կենտրոնը նույնպես չունի ուղիղ հասանելիություն նշված տեսախցիկներին, որպեսզի արտակարգ իրավիճակների, օրինակ՝ հրդեհի բռնկման դեպքում, ճիշտ հասկանա հրդեհի վայրը և մասշտաբները։ Ըստ գերատեսչության` ներկայացված նախագծերի նպատակը հանցավորության դեմ պայքարում տնտեսվարող սուբյեկտների հետ համագործակցության կատարելագործումն է աշխատանքային նոր մեթոդների և ձևերի ներդրմամբ, որը տվյալ նախագծերի դեպքում պայմանավորված է ՀՀ-ում գործող մի շարք տնտեսվարող սուբյեկտների, այդ թվում լիցենզավորվող գործունեություն իրականացնող, իրենց գործունեության տարածքներում տեղադրել տեսանկարահանող համակարգեր, որոնց տեսագրությունները անհրաժեշտության դեպքում կտրամադրվեն ոստիկանությանը, ինչպես նաև ոստիկանությունն ուղիղ հասանելիություն կունենա այդ համակարգերին` «Ոստիկանության տեսալուսանկարահանող էլեկտրոնային համակարգերի կառավարման կենտրոն» ՊՈԱԿ-ի միջոցով:

Գերատեսչություններին կտրամադրվի տեսախցիկների ձայնագրությունները անմիջապես իրենց գրասենյակներում ուղիղ կապով (օնլայն ռեժիմով) դիտելու հնարավորություն: Նշված գործընթացի կատարումը, ըստ ոստիկանության, կնպաստի ՀՀ-ում հանցագործությունների բացահայտմանն ու կանխմանը, հետախուզման մեջ գտնվող և անհետ կորած անձանց, ինչպես նաև տրանսպորտային միջոցների հայտնաբերմանը և այլն:
