ՌԴ ԱԳ նախարար Սերգեյ Լավրովը մամուլի ասուլիսում հայտարարել է, որ Արևմուտքը, Բրյուսելում կազմակերպելով Հայաստանի և Ադրբեջանի միջև սահմանազատման հարցերով հանձնաժողովի նիստ, փորձում է միջամտել ՌԴ-ի մասնակցությամբ ձեռք բերված պայմանավորվածություններին:
«Օրինակ՝ Բրյուսելում անցկացնում են սահմանազատման հանձնաժողովի նիստ: Դե, հայերն էլ, ադրբեջանցիներն էլ բարեկիրթ մարդիկ են, գնում են այնտեղ։ Բայց թե ինչպես կարելի է քննարկել սահմանազատումը՝ չունենալով նախկին խորհրդային հանրապետությունների քարտեզները, որոնք պահվում են միայն ՌԴ Գլխավոր շտաբում, ինձ համար դժվար է պատկերացնել: Նույնն էլ խաղաղության պայմանագրի դեպքում է: Նրանք գնացել էին Պրահայում Եվրոպական քաղաքական համայնքի համաժողովին, որտեղ ստորագրեցին պայմանագիր առ այն, որ խաղաղության պայմանագիրը պետք է հիմնված լինի ՄԱԿ-ի կանոնադրությանը համապատասխանող սահմաններին և 1991-ի դեկտեմբերի Ալմա Աթայի հռչակագրին: Իսկ այդ հռչակագրում ասվում է, որ բոլոր խորհրդային պետությունները կազմում են անկախ պետությունների համադաշնություն և հաստատում սահմանների անխախտելիությունն այն սահմաններով, որոնք գոյություն են ունեցել ԽՍՀՄ պետությունների միջև: Այլ կերպ ասած՝ Լեռնային Ղարաբաղի Ինքնավար Մարզն այն ժամանակ միանշանակ Ադրբեջանի Խորհրդային Սոցիալիստական Հանրապետության մասն էր: Եվ երբ թե՛ Ադրբեջանը, թե՛ Հայաստանը, թե՛ Ֆրանսիան, թե՛ Միշելը (Եվրոպական խորհրդի նախագահ Շառլ Միշել-Խմբ.) դրան հավանություն են տվել այն փաստաթղթի շրջանակում, ըստ որի՝ իրենք ճանաչում են Ալմա Աթայի հռչակագիրն առանց վերապահումների, ապա սա հեշտացնում է հետագա աշխատանքը, քանի որ լուծում է խնդիրն առ այն, թե ինչպես մոտենալ Լեռնային Ղարաբաղի կարգավիճակին: Իզուր չէ, որ ՀՀ իշխանությունները վերջին շրջանում խոսում են ոչ այնքան ԼՂ կարգավիճակի, որքան Ղարաբաղում հայ բնակչության իրավունքիերի երաշխավորման մասին»,- ասել է Լավրովը։
