Ուկրաինայի նախագահ Վլադիմիր Զելենսկին իր երեկոյան ուղերձում հայտնել է, որ Կիևի մարզում, Սումիի, Օդեսայի մարզերում և երկրի մի շարք քաղաքներում և շրջաններում հոսանքի մատակարարումների հետ կապված լուրջ խնդիրներ են առաջացել: Զելենսկին երկրի բնակիչներին կոչ է արել խնայել էլեկտրաէներգիան:
Իր հերթին «Ուկրէներգո» ազգային էներգետիկ ընկերությունը հայտարարել է, որ երեքշաբթի օրը էլեկտրական հոսանքի պլանային անջատումներ կլինեն երկրի բոլոր շրջաններում: Ընկերությունը հավելել է, որ հրթիռային հարվածներից հետո երկրի էներգահամակարգը չի կարող աշխատել ամբողջական հզորությամբ:
Ինչպես հաղորդում է The Guardian պարբերականը, «Ուկրաինան Խերսոնի և Նիկոլաևի շրջանների ազատագրված տարածքներից պետք է տարհանի բնակիչներին, քանի որ ենթակառուցվածքներին հասցված վնասները թույլ չեն տա, որ մարդիկ դիմակայեն ձմռանը»:
Ռուսաստանի իշխանությունները հոկտեմբերի առաջին կեսին հայտարարեցին, որ սկսում են զանգվածային հարվածներ հասցնել Ուկրաինայի էներգետիկ ենթակառուցվածքներին, ռազմական հրամանատարության և կապի օբյեկտներին: Դրա պատճառը Ղրիմի կամրջի վրա տեղի ունեցած պայթյուններն էին, որոնց համար Մոսկվան մեղադրում է ուկրաինական հատուկ ծառայություններին: Կիևը հերքում է մեղադրանքները պայթյուններին իր առնչության մասին:
Միևնույն ժամանակ շարունակվում են ռազմական գործողությունները: Ըստ Ուկրաինայի զինված ուժերի գլխավոր շտաբի առավոտյան տեղեկագրի՝ Ուկրաինայի զինված ուժերը Լուգանսկի և Դոնեցկի մարզերում հետ են մղել ռուսական հարձակումները: Բացի այդ հաղորդվում է, որ վերջին 24 ժամվա ընթացքում ռուսական ուժերը 9 ավիահարված և 7 հրթիռային հարված են հասցրել տարբեր ենթակառուցվածքների, համազարկային կրակի ռեակտիվ համակարգերից 50 անգամ գնդակոծել են տարբեր օբյեկտներ:
Իր հերթին Ռուսաստանի պաշտպանության նախարարությունը հայտարարել է, որ Սու-25 գրոհայինները ցածր բարձրությունից հարվածներ են հասցրել Ուկրաինական ռազմական օբյեկտներին և տեխնիկային:
Ռուսական կողմը նաև հաղորդում է Ուկրաինայի զինուժի հարվածների մասին: Դոնեցկի Ժողովրդական Հանրապետությունից հայտնել են, որ Յասինովատայա բնակավայրը գնդակոծության հետևանքով հոսանքազրկվել է: ՏԱՍՍ գործակալությունը փոխանցում է, որ վերջին մեկ օրում Ուկրաինական զինուժը 65 անգամ գնդակոծել է ԴԺՀ-ի բնակավայրերը: Ըստ ռուսական կողմի՝ ուկրաինական հարվածներից 2 մարդ զոհվել է, 3-ը՝ վիրավորվել:
