«Ապառաժ»-ը գրում է. «Նոյեմբերի 14-ին «Ապառաժ»-ը հետեւյալ բովանդակությամբ հարցում էր հղել ԱՀ անվտանգության խորհրդի քարտուղար Վիտալի Բալասանյանին․

«Սույն թվականի նոյեմբերի 10-ին ՀՀ կառավարության նիստի ժամանակ Նիկոլ Փաշինյանն անդրադարձել է Արցախի կողմից հնչեցրած առաջարկին՝ ԱՀ Պաշտպանության բանակի կազմալուծման խնդրին՝ նշելով՝ «Հոկտեմբերի 31-ին Սոչիի եռակողմ հանդիպման ժամանակ ես ներկայացրել եմ Լեռնային Ղարաբաղի իշխանությունների առաջարկը. այն է՝ Լեռնային Ղարաբաղի շուրջ միջազգային երաշխիքներով ստեղծել ապառազմականացված գոտի, որի արդյունքում Լեռնային Ղարաբաղը, կարող է եւ, նման մասշտաբի Պաշտպանության բանակ ունենալու կարիք չունենա»:

Իսկ սույն թվականի նոյեմբերի 11-ին Հայաստանի հանրային հեռուստատեսությանը տված հարցազրույցում հաղորդավարը, անդրադառնալով Ն. Փաշինյանի ելույթին, հավելել է. «Արցախից էլ ասում են, որ եթե շփման գծի ամբողջ երկայնքով տեղակայվեն ռուս խաղաղապահներ, Պաշտպանության բանակի փոխարեն գուցե լինեն պաշտպանական ստորաբաժանումներ»:

Հարցազրույցում Ն. Փաշինյանը խուսափել է հարցին ուղղակի պատասխանելուց եւ նշել է, թե այդ հարցը քննարկման առարկա է:

Արդյո՞ք դուք տեղյակ եք Արցախի կողմից Պաշտպանության բանակի կազմալուծման եւ պաշտպանական ստորաբաժանումների կյանքի կոչելու մասին առաջարկին:

Արցախի կողմից ո՞ր մարմինն է հնչեցրել այս առաջարկը»:

«Ապառաժ»-ի հարցմանն ի պատասխան՝ ԱՀ անվտանգության խորհրդի քարտուղարը նշել է․

«Տեղեկացնում եմ, որ սույն թվականի նոյեմբերի 11-ին Հայաստանի հանրային հեռուստատեսությանը տված հարցազրույցում Հայաստանի Հանրապետության վարչապետի՝ «Արցախից էլ ասում են, որ եթե շփման գծի ամբողջ երկայնքով տեղակայվեն ռուս խաղաղապահներ, Պաշտպանության բանակի փոխարեն գուցե լինեն պաշտպանական ստորաբաժանումներ» հայտարարությամբ նշված առաջարկություն Արցախի Հանրապետության իշխանությունները ՀՀ իշխանություններին երբեւէ չեն արել թե՛ գրավոր, եւ թե՛ բանավոր։

Անդրադառնալով Ձեր գրությամբ ներկայացված կոնկրետ հարցադրումներին՝ հայտնում եմ հետեւյալը․

  1. Արցախի Հանրապետության զինված ուժերը չեն կազմալուծվելու։ Հակառակը՝ իրականացվել են կառուցվածքային փոփոխություններ՝ բանակն արդի պայմաններին համապատասխանեցնելու համար։
  2. Արցախի Հանրապետության որեւէ պետական մարմին չի հնչեցրել նման առաջարկ:
  3. Արցախի Հանրապետության ռազմաքաղաքական իշխանությունների միասնական տեսակետն է՝ ամեն գնով պահպանել Արցախի զինված ուժերը, դրանք համալրել թե՛ մարդկային եւ թե՛ տեխնիկական ժամանակակից միջոցներով եւ ունենալ մարտական խնդիրները կատարող զինված ուժեր»»:
