«Փաստ» օրաթերթը գրում է

Կառավարությունը ֆիզիկական անձանց եկամուտների համընդհանուր հայտարարագրման համակարգը փուլային տարբերակով կներդնի 2023 թվականից: Հայտարարագիր չներկայացնողները տուգանք կվճարեն: Տնտեսագետ Վարդան Բոստանջյանի կարծիքով, մի երկրում, որտեղ 30-40 հազար դրամ կենսաթոշակ են ստանում, համընդհանուր հայտարարագրի ինստիտուտի ներդրումը «չար կատակի» է նման: «Սա արվում է կա՛մ ընդհանրապես երևույթից ոչինչ չհասկանալու պատճառով, ինչն այս կառավարության դեպքում շատ հնարավոր է, կա՛մ էլ հատուկ հրահանգ է, որ իրականացնեն, ու մեր քաղաքացիները դրա հետևանքով վերջնականապես զզվեն ամեն ինչից ու լքեն երկիրը:

Էլ չեմ խոսում համակարգի տեխնիկական կողմի մասին: Հայտարարագիր կազմելու հիմքում եկամուտների ճիշտ չափի որոշումն է, որն աշխատատար ու անընդհատ գործընթաց է, ինչը, իմ հաշվարկով, տասն անգամ ավելի թանկ կարժենա քաղաքացու համար, քան դրանից բխող ենթադրյալ օգուտը: Այս գների ու եկամուտների պարագայում նման, այսպես կոչված, բարեփոխումը առնվազն ծիծաղելի է: Այս փոքր երկրի քաղաքացիները բազմաթիվ դժվարություններ ունեն, ու կառավարությունը, փաստորեն, չի բավարարվում առանց այդ էլ կիրառվող «մահակներով» և նորանոր «մահակներ» է մտածում քաղաքացիների համար»,- «Փաստի» հետ զրույցում ասաց Վ. Բոստանջյանը: ԱԺ «Հայաստան» դաշինքի պատգամավոր Թադևոս Ավետիսյանն էլ նշեց, որ սա դասական պոպուլիզմի հերթական դրսևորումն է. «Ուզում են ցույց տալ, թե իբր ստվերային տնտեսության, կոռուպցիայի դեմ են պայքարում:

Եկամուտների համատարած հայտարարագրումը, սակայն, ոչինչ չի տալու: Բացի այդ, եթե իրենք թաքցրած եկամուտներ, ստվերային շրջանառություն ու կոռուպցիոն ռիսկեր են փնտրում, պետք չէ շատ հեռու գնալ: Կարող են իրենց շրջապատի, իրենց սրտի օլիգարխների բիզնեսների՝ պետության հետ գնումների գործընթացին նայել ու կգտնեն այն հիմնականը, ինչը, իբրև թե, ձևական փնտրում են: Այս իշխանության կողմից դժվար է պատկերացնել որևէ դրական քայլ ու գործողություն, եթե առաջին հերթին այն չի բխում իրենց իշխանությունը երկարաձգելու ու պաշտպանելու հիմնական շահից»: Թ. Ավետիսյանը կիսում է այն կարծիքները, որ, ինչպես շատ օրենսդրական փոփոխություններ, այնպես էլ այս համակարգը ներդնելուց հետո այն կարող է կիրառվել ընտրովի:
