«Փաստ» օրաթերթը գրում է

Տարածքային կառավարման և ենթակառուցվածքների նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել Կառավարության 2007 թ.-ի դեկտեմբերի 27-ի N 1587-Ն որոշման մեջ: Նշվում է, որ Կառավարության որոշման նախագծի ընդունումը պայմանավորված է միջպետական կանոնավոր ուղևորափոխադրումների ոլորտում օրենսդրական բարեփոխումներ իրականացնելու անհրաժեշտությամբ: «ՀՀ տարածքից ավտոմոբիլային տրանսպորտով ուղևորների և ուղեբեռների միջպետական փոխադրումների իրականացման կարգը հաստատելու մասին» N 1587-Ն որոշմամբ հաստատված մրցութային կարգով սահմանված են ավտոբուսների առկայությամբ մրցույթին մասնակցության պահանջներ, որոնք սահմանափակում են տրանսպորտային պարկը թարմացնելու և երթուղիները նոր, ժամանակակից տրանսպորտային միջոցներով սպասարկելու հնարավորությունը։

Ուստի անհրաժեշտ է վերանայել միջպետական կանոնավոր ուղևորափոխադրումներ իրականացնող կազմակերպությունների ընտրության մրցութային կարգը, դրանում սահմանել մրցույթի մասնակցության նոր պայմաններ, վերանայել գնահատման չափորոշիչներն ու երթուղիների սպասարկման ժամկետները։ Օրինակ` նախատեսվում է երթուղիների սպասարկման ժամկետը երկարաձգել և սահմանել 10 տարի, բարձրացվել է մրցույթի գնահատման անցողիկ միավորը՝ սահմանելով 40-ի փոխարեն 90, լրացվել է գնահատման նոր չափորոշիչ՝ արտադրման երկիրը, սահմանվել են ավտոբուսների նոր պահանջներ՝ մինչև 10 տարեկան և առնվազն 25 նստատեղ ունեցող, ինչպես նաև հավաքակայանի պահանջ, որն անհրաժեշտ է մեծ քանակով տրանսպորտային միջոցներով փոխադրումների անվտանգության բարձրացման տեսանկյունից և սահմանված է նաև ներպետական կանոնավոր ուղևորափոխադրումների մրցութային կարգում։

Նախարարությունը որոշման նախագծի ընդունման դեպքում ակնկալում է ոլորտի կարգավորում, բիզնես գործունեություն սկսելու պայմանների բարելավում, մրցույթների կազմակերպման և անցկացման գործընթացի կատարելագործում։ Այսպիսով` միջպետական կանոնավոր ուղևորափոխադրումների ոլորտում սպասարկման որակը բարելավելու նպատակով հնարավորություն կտրվի փոխադրումներ իրականացնող կազմակերպություններին մրցույթին մասնակցել հայտ-պարտավորագրով, իսկ հաղթելու դեպքում ձեռք բերել նոր, արդիական, հարմարավետ տրանսպորտային միջոցներ։
